POLICY-ORIENTED MARINE ENVIRONMENTAL RESEARCH FOR THE SOUTHERN EUROPEAN SEAS (PERSEUS)


The Basque Centre for Climate Change (BC3) offers a postdoctoral position in the context of the EU FP7 funded projectPERSEUS: Policy-oriented Marine Environmental Research for the Southern European SeaS (http://www.perseus-net.eu/site/content.php). The postdoctoral researcher will assist on the development of an Adaptive Policy Framework (APF), and an APF Toolbox, for future implementation of adaptive policies and management schemes for promoting better governance across the SES. The work will be mostly carried out under the scope of Adaptive Policies and Scenarios of the PERSEUS project. The PERSEUS APF Toolbox is a specific decision support system based on scientific evidence, using a scenario-planning approach to support management schemes. The purpose of the research is to: (a) help on the documentation of the APF Tool Box technical and functional specifications as a linked set of tools, resources and databases that allows decisions to BE made by policy makers, stakeholders, decision makers and practitioners; (b) report on the experiments made at the SES basin scale Pilot Cases and (c) draw and synthesize the lessons learned and suggest recommendations for further improvement of the toolbox and overall framework.

Specifically the Postdoctoral Fellow will: 

  • Document the PERSEUS APF toolbox technical and functional specifications, development process, contents description, scenario construction, tests and experimentation.
  • Report on the APF experiments made at PERSEUS sub basin Pilot cases i) Black Sea; ii) Aegean Sea; iii) Adriatic Sea; iv) West Med Sea.
  • Report on the APF experimentations made at SES basin scale.
  • Report on expectations and goals of the end users of the APF, at SES levels, feedbacks from the presentation of the APF application.
  • Deliver a synthesis report on the APF experimentations, lessons learned, recommendations and perspectives.
  • Attend the General Assemblies, Meetings and Workshops (when necessary).
  • Present findings at international scientific conferences.
  • Publish high-impact, peer-reviewed research in international scientific journals.


Experience/skills required: 

  • A PhD with a strong background and sufficient experience in the application of policy-oriented decision support systems and socioeconomic research and analysis. Experience with marine governance and dealing with marine stakeholder’s platforms (organization and performance test) will be highly valued.
  • Excellent interpersonal as well communication skills (both written and oral) in English.
  • Evidence of a track record in peer-reviewed publications as well as the ability to initiate and complete research characterized by originality, creativity and innovation.


Location: Basque Centre for Climate Change (BC3), Bilbao, Spain. 

Tenure: The position will be for a period of approximately 21- 23 months, until the end of the project (30/11/2015).
