JOB DESCRIPTION

POLITICAL ANALYST

The Political Analyst reports to the Executive Director and is functionally based in South Africa with regular rotations to other campaign locations in the Democratic Republic of Congo (DRC) and West Africa.

OVERALL PURPOSE OF JOB
As a member of the Programme Team, the purpose is to achieve the objectives of Greenpeace Africa, as detailed in the annual Organisational Development Plan (ODP), currently focused on promoting forest conservation in the DRC and the Congo Basin, preventing fisheries exploitation in West Africa, and developing an energy revolution in South Africa to fight climate change.

Within this context, the Political Analyst will maintain a high level of understanding of developments in the field of African environmental policy and legislation in order to provide advice and direction on political, legislative and business components of campaign projects, in line with organizational aims, objectives and campaign requirements.

MAIN AREAS OF RESPONSIBILITY

RESEARCH & REPORTING

• Understand and offer analysis on government policy approaches and priorities in our campaigns locations and in Africa when required, particularly on environmental issues. Maintain a general knowledge of recent and relevant multilateral environmental legislative, political and business developments in the field, in order to ensure that Greenpeace is able to respond effectively to new developments in international legislation and policy development.

• Monitor and report high quality analyses/briefings to the Senior Management Team in relation to political, economic and social developments, environmental policy reforms, environmental justice actions, governance, transparency and accountability, poverty alleviation, human rights and civil society’s actions in Africa and their likely impacts.

• Develop and maintain a network of contacts and a data base across government, academia, politics, civil society, businesses, other non-government organisations, and think-tanks.
ISSUE DEVELOPMENT
• Contribute to the development and implementation of the political, strategic and legislative components of the campaign projects, including through the development of strategic political roadmaps for the campaign projects and coordinate the development of policies on relevant issues to ensure that Greenpeace can respond effectively to new opportunities and influence the development and implementation of environmental legislation and meet campaign objectives. Be able to operate in fast changing circumstances with ability to quickly and effectively adjust plans to best deliver objectives.
COMMUNICATIONS
• Analyze African media coverage of environmental issues and assist the Communication Director in preparing substantive briefings, updates, and talking points with the campaigners and communications officers to ensure the consistent external communication of issues.

• Develop and maintain extensive contacts and relationships with all relevant political, business and community bodies and other NGOs in order to build effective networks and partnerships that promote Greenpeace campaign and organizational objectives

REPRESENTATION
• Represent Greenpeace and/or lead Greenpeace delegations to political, business, community and other stakeholder meetings on specific issues in order to ensure that the objectives, recommendations and submissions of Greenpeace are effectively presented and adopted in accordance with strategic campaign and organisational objectives.
• Apply communication and interpersonal skills to interact with suppliers, media, external opinion formers and authorities on a number of issues of varying complexity. Deliver a professional and well-informed image of Greenpeace and its campaigns to the public and through the media;

• Prepare and deliver presentations on all Greenpeace Africa programme aspects.

NRO LIAISON
• Advise and support other Greenpeace National and Regional Offices (NROs) in their implementation of African political and legislative components of Greenpeace campaigns in accordance with organisational and campaign objectives, to ensure that these components are understood and consistently applied.
• Work with campaigners to advise, develop policies, support and provide strategic thinking on Greenpeace campaign projects and issues, highlighting potential international or regional political opportunities and which multilateral political bodies and/or businesses most need to be influenced to meet organisational and campaign objectives.

COORDINATION AND MANAGEMENT
• Assist in the preparation of the annual programme plan in the ODP, and thereafter prepare an annual individual work plan with measurable performance objectives;
• Coordinate and manage all logistical arrangements for various activities as required, including information gathering and facilitation, physical trips to project areas for the ED and SMT members, journalists, and other parties;
• Ensure that Greenpeace security guidelines are followed and report any security incidents as stipulated in the Security Manual;
• Operate within the agreed budget for the Political Analyst, and report expenditures in a timely manner;
• Provide input and contribute to teamwork and team building within Greenpeace Africa as required, including taking the lead on projects, translation, responding to emails requests, proof reading of documents, gathering information on related issues and facilitation of meetings.

ORGANISATION
• Ability to prioritize and organize own work
• Word-processing skills (preferably word for windows)
• Ability to work to tight deadlines.

QUALIFICATIONS
• A minimum of four years work experience in a relevant field that included policy development;
• Ability to coordinate and lead Greenpeace delegations to external meetings;
• A Masters Degree in International Relations, Political Sciences or law, Communications or a similar subject;
• Excellent communication, presentation and networking skills in English and in French (both spoken and written)
• Good IT skills and experience
• Excellent understanding of the African political environment
• Self-motivation and the ability to work under light supervision
• Strong interpersonal and team-working skills
• Proven ability to adjust plans to rapidly changing circumstances, and to operate under pressure
• Demonstrable commitment to environmental/peace issues and to the values of Greenpeace
