Background

The Sustainable Energy for All (SE4ALL) initiative is a multi-stakeholder partnership between governments, the private sector, and civil society. Launched by the UN Secretary-General in 2011, it has three interlinked objectives to be achieved by 2030:
  • Ensuring universal access to modern energy services;
  • Doubling the global rate of improvement in energy efficiency;
  • Doubling the share of renewable energy in the global energy mix.
The Secretary-General has designated an SRSG on Sustainable Energy for All to oversee this initiative at the USG level, who will also act as the Chief Executive (CEO) for the initiative. The Advisory Board is the highest tier of governance, Co-Chaired by the Secretary General of the United Nations and the President of the World Bank. This multi-stakeholder Advisory Board is comprised of about 40 high-level global leaders from governments, business and civil. The SE4ALL Advisory Board and the Executive Committee will guide the strategic direction of the partnership and provide overall guidance to the SRSG/Chief Executive.
 
The SRSG will direct a Global Facilitation Team (GFT), with offices in Vienna and New York, which will catalyze the implementation of actions, projects and programmes to be undertaken by a wide range of partners. They will be supported by Regional and Thematic Hubs. Aside from these core organizations, there will be several other organizations supporting SEFA that will comprise SEFA’s Global Network. These include, but are not limited to, the lead organizations in charge of advancing the High Impact Opportunities and Country Action plans like the UN Development Program (UNDP). 
 
The GFT will support and facilitate action across the opt-in countries (77 developing countries now and still counting), over 50 high impact opportunities with hundreds of high impact initiatives, and collaborate with thousands of stakeholders over the course of the next two decades. At Rio+20, many countries, civil society organizations and businesses announced commitments to SE4ALL, in all totaling more than US$ 320 billion. In the first 3 years, the initiative, by working with all partners, is aimed at catalyzing the mobilization of action and resources required to establish programmes to electrify 200 million people, and provide clean cooking solutions to 400 million people.
 
UNDP has worked to promote universal access to affordable, clean, and modern energy services for all over the last two decades, and has been a key partner of SE4ALL since the beginning of the initiative in 2011. With the current momentum following Rio+20 and the resolution on the UN Decade of Sustainable Energy for All, there is a unique opportunity at the moment to further advance the goal and objectives of the initiative, while ensuring that access to
sustainable and clean energy features in the post-2015 development agenda and the likely sustainable development goals.

 

Duties and Responsibilities

Summary of Key Functions:
 
Under the overall supervision of the Global Team Leader for the Stakeholder Mobilization & Global Advocacy for Sustainable Energy for All and in close collaboration with members of the SE4ALL Global Facilitation Team and key partners of the SE4ALL initiative, the incumbent will:
 
Intergovernmental Affairs and Multi-stakeholder Consultations Support
  • Support the development and implementation of the initiative’s strategic policy objectives and work plan; liaise and exchange information with partners in the UN system, government officials, civil society and other stakeholders as required;
  • Monitor, track and analyze the development of relevant processes, including intergovernmental, against the strategic policy objectives and work plan; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions;
  • Support the implementation of the UN Decade of Sustainable Energy for All and facilitate activities related to the Decade;
  • Provide support to relevant stakeholders in their efforts to help integrate energy into the processes of the Post-2015 Development Framework, the Sustainable Development Goals (SDGs), and other relevant international processes at local, regional and international level.
Strategic Advisory Support
  • Disseminate substantive strategic position papers, presentations, advisory and briefing notes to senior managers on the status of on-going and relevant intergovernmental processes and other global and regional events and initiatives of strategic importance being implemented by the UN system;
  • Research, analyze and present information on political processes related to energy gathered from diverse sources;
  • Prepare written outputs, e.g. briefing notes, policy briefs, talking points, speeches and substantive correspondence for relevant senior UN officials on the full range of policy and practical issues related to the implementation of the initiative’s strategic policy objectives and work plan;
  • Prepare written inputs for relevant UN reports, and provide assistance to intergovernmental bodies, including the General Assembly and related processes.
 Stakeholder Mobilization, Communications and Reporting
  • Organize seminars, meetings and workshops together with a wide array of stakeholders such as CSOs, businesses, governments, aimed at helping on advocacy and outreach;
  • Provide substantive support to consultative and other meetings, conferences, etc., to propose agenda topics, identify participants, prepare documents and presentations, etc;
  • Draft briefing materials, talking points and speeches as deemed required by the SRSG, officials of the Executive Office of the Secretary-General (EOSG), and senior managers of the Sustainable Energy for All initiative;
  • Serve as the focal point on operational issues within the GFT Office in NY, and maintain close working with administrative staff members of the GFT;
  • Perform other duties as required by the SRSG.

Impact of result

  • Strengthened collaboration with manager states, CSOs and other stakeholders;
  • Effective support for the implementation of the UN Decade of Sustainable Energy for All and facilitate activities related to the Decade;
  • Increased level of agreement by all stakeholders including governments, businesses and CSOs in support for the integration of energy into the processes of the Post-2015 Development Framework, the Sustainable Development Goals (SDGs), and other relevant international processes at local, regional and international level.

Required Skills and Experience

Education:

  • Masters degree in international relations, energy policy, development economics, law, public administration, or a closely related field.

Experience:

  • At least five years of progressively responsible experience in international affairs, UN matters, diplomatic work or relevant research;
  • Experience working for an international organization is highly desirable;
  • Experience in working and collaborating with governments on intergovernmental processes highly desirable;
  • Work experience within the United Nations system at the global, regional and national levels is highly desirable;
  • High level of computer literacy including spreadsheet, word processing and presentation software.

Language requirements:

  • Excellent knowledge of English, as well as writing, presentation and communication skills;
  • Fluency in other UN languages is an asset.
