DUTIES AND RESPONSIBILITIES

Under the supervision of the Deputy Regional Representative/Sub-Regional Coordinator, Multidisciplinary Team for South America (SLS), and the functional guidance of the Director, Policy Assistance Division (TCA), the incumbent will participate in and contribute to the sub-regional multidisciplinary team providing appropriate technical inputs on rural development policy as well as advice and support in this field to member countries, as required, with particular attention to the analysis of policy dimensions and implications of major issues of regional concern regarding food security and agricultural and rural development. In particular, the incumbent will:

  • Provide technical inputs on policy matters related to addressing regional issues affecting sustainable food security, poverty and rural development with emphasis on small and familiy farms, including support to member countries and Regional Economic Integration Organizations in the sub-region, as required;
  • Monitor key developments in the region and keep updated information on them, with particular attention to rural development issues, interacting and exchanging information with the policy officers of the Regional Outposted Technical Officers Group (ROTO) in RLC and participating in studies and investigations, as needed;
  • Provide technical support to FAO strategic partnerships and cooperation initiatives with member countries as well as UN, international and regional organizations and and regional multilateral processes within the sub-region;
  • Participate in or contribute to missions for: (a) identification, formulation, appraisal and backstopping of national, sub-regional and/or regional programmes and projects in areas of FAO’s mandate; (b) reviewing and developing technical cooperation programmes in line with agricultural development priorities and frameworks of the sub-region and its member countries; (c) provide technical support to FAO Representatives in the formulation/revision of their National Medium-Term Priority Frameworks (NMTPFs) and related action programmes, as required.
  • Perform other related duties as required.

 

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in economics, agricultural economics or in a field related to the work of the Organization
  • Seven years of relevant experience in: providing policy advice and assistance; conduct of sector policy analysis and planning; design and formulation of policies, strategies, programmes and development projects; preparation of technical policy papers for presentation at international/regional fora
  • Working knowledge (level C) of Spanish and English

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Familiarity with the emerging policy issues in the region in the context of the need to maintain agriculture’s competitiveness and food security in the face of globalization, trade liberalization and technological evolution; familiarity with the economic, social and cultural conditions of the countries of the region
  • Excellent technical writing skills; ability to work in a team and under pressure, to communicate fluently both orally and in writing, and to plan and organize own work and meet deadlines
  • Extent of experience with regional and sub-regional intergovernmental institutions and centres of excellence of particular relevance to the sub-region
  • Experience in organizing international, regional, sub-regional and/or country level technical workshops to discuss policy issues and to support capacity building

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 93,317 US$ 117,003 (without dependants) and from US$ 100,209 to US$ 126,370 (with dependants)
