Specific Minimum Qualifications and Expertise
- Degree, equivalent qualification(s) or relevant professional experience.
- Expertise in policy implementation.
- Experience in auditing or risk management or fraud prevention
- Proven ability to build and maintain effective relationships with key stakeholders
- Strong analytical skills and good attention to detail
- Demonstrable evidence in working with legislation and industry guidance documents.
- Excellent presentation skills, influencing skills and especially drafting skills.
- Strong track record of managing other team members and achieving results through other people.
- Demonstrable ability to represent Ofgem to Government departments and key stakeholders.
Desirable
In addition, expertise in any of the following areas would be advantageous:
- Knowledge of issues associated with fuel poverty
- Understanding of utility regulation
- Strong track record of project planning and delivering against challenging deadlines.
Purpose
- To Manage the fraud and audit activities relating to the Warm Homes Discount scheme
- To maintain the Warm Homes Discount fraud prevention strategy
- To develop and implement audit strategies to ensure that the obligated parties are compliant with the Warm Homes Discount legislation.
- To undertake the administration of any new social and fuel poverty schemes, in line with the relevant regulations.
Key Outputs and Deliverables
This position will:
- Manage Ofgem’s WHD fraud prevention activities in accordance with Ofgem’s fraud prevention strategy, including:
- Setting up and analysing exception reports to identify possible instances of fraud
- Performing fraud checks
- Liaising with suppliers on their fraud prevention activities, including assessing the appropriateness of those activities
- Liaising with suppliers on instances where they have identified possible instances of fraud
- Investigating possible instances of fraud
- To procure and instruct auditors to mitigate the risk of non-compliance against the WHD regulations by one of the obligated energy suppliers
- To review Ofgem’s fraud prevention strategy for the WHD as and when appropriate (normally annually) and to recommend changes to senior management and to the GEMA Audit Committee as appropriate
- Develop and maintain a risk register for WHD
- As required, to contribute to the efficient day to day operation of the WHD scheme, which might include:
- Assessing whether supplier activity complies with the scheme regulations
- Maintaining the integrity of the data recorded and dealing with enquiries

- Other interested parties including: consumer groups (CAB, Consumer Focus) and NGOs with an interest in fuel poverty (NEA).

- Procurement.
Key Accountabilities
- To help develop and implement a new social and fuel poverty programme.
- To ensure that the appropriate systems, procedures and documentation are in place to start operating the programme by the date proposed.
