Policy Associate

The Alliance’s Policy and Research Team is seeking an effective advocate to provide research and to assist in communications and outreach as a Policy Associate. The position will involve, among other duties, legislative tracking and analysis, writing, coalition management, and organization of Congressional meetings, working closely with all team members. A considerable degree of independent initiative will be required, along with the ability to quickly acquire new information, to work effectively with team members from the Alliance and other organizations, and strong writing and organizational skills. This position does not require registering as a federal lobbyist.

Essential Duties and Responsibilities
  • Serve as the Alliance’s Policy Team’s point-person on various energy efficiency topics. Under this role, the Policy Associate would: read reports, cover hearings, attend meetings, keep the Policy Team informed of legislative and political developments, write factsheets, and assist in developing legislative proposals for next generation policies.

  • Read and summarize federal legislation related to energy/environmental matters generally and energy efficiency specifically.

  • Write blog posts, articles, and other pieces for our website on energy efficiency policy and Alliance legislative activities.

  • Draft and/or edit talking points and put together presentations on various efficiency topics for use by senior policy staff.

  • Provide research assistance, including using various government and other data sources to respond to requests for data or fact-checking related to energy efficiency and energy consumption, and also including preparation of graphs, tables, slides and similar presentation materials.

  • Represent the Alliance at meetings within the energy efficiency community and on Capitol Hill.

  • Serve as a liaison between the Alliance and peer organizations.

  • Assist in planning and coordinating annual conferences, state campaign outreach events, congressional field trips, education events, congressional briefings, etc.

  • Manage logistics of Energy Efficiency Coalition calls, Board Policy Committee meetings, policy webinars, etc.

  • Provide administrative support to the senior policy staff on projects and policy initiatives as needed.

 

Desired Skills and Experience
Essential skills and qualifications:
  • Strong written and oral communications skills.

  • Strong computer skills, including working knowledge of word processing, spreadsheet, and preferably website and database software.

  • Ability to multi-task in a fast-paced, demanding environment.

  • Strong organizational skills.

  • Demonstrated effectiveness working with team members.

  • Motivated, independent worker able to meet deadlines efficiently with limited supervision.

  • Strong curiosity about energy efficiency and environmental policy.

  • A bachelor degree in a relevant discipline.

Preferred experience or skills:
  • Knowledge of energy and environmental policy, and of the legislative process.

  • Previous experience with political communications and outreach.

  • Previous experience in a federal or state policy environment; Congressional staff experience especially helpful.

  • Previous experience reading and summarizing legislation.

  • Previous experience writing web content.

  • Familiarity with the data available from the federal government and other data sources relevant to energy.

Salary

Salary range is $35,000 – $42,000, and based on experience. The Alliance offers a generous benefits package and a comfortable work environment in downtown Washington, DC convenient to Metro.
