Description

We are looking for a Policy Analyst/Advocate to join UCS's Tropical Forest and Climate Initiative, which is part of our Climate Program. Under the direction of the TFCI Director, the Policy Analyst/Advocate develops and implements analytic and advocacy activities to advance strong policies and measures aimed at reducing emissions from deforestation and forest degradation in developing countries, as well as related forest and international climate policy questions. The Analyst/Advocate will maintain a priority focus on achieving these objectives within US climate policies, with a secondary focus on motivating the development of sound measures within the international climate negotiations.

Duties and Responsibilities:

  • Identifies and develops priority activities to advance UCS objectives in bringing about strong policies and measures to reduce emissions from deforestation and forest degradation in developing countries. These will include a combination of timely analysis and effective advocacy to build strategic support among key international and US policymakers and other influential stakeholders.
  • Represents and advocates for UCS positions and objectives in coalition meetings, meetings with US policymakers, with international climate negotiators, with US and other industrialized and developing country officials, with representatives of multilateral institutions, and, as appropriate, with other influential stakeholders.
  • In coordination with the UCS Federal Climate Team and the rest of the Tropical Forests and Climate Initiative team, conducts Hill activities to advance forest and climate policy objectives in the US. Ensures that such activities are also designed strategically to build awareness of the actions developing countries are taking to address climate change, the need for deep reductions in US emissions, and the nee for capacity building support for developing countries.
  • Carries out and/or oversees technical analyses, particularly in relation to economics and policy, necessary to further forest and climate policy objectives. Coordinates or leads in the hiring and supervision of consultants, including contract preparation, payment of invoices and oversight of consultants' work.
  • Maintains current and thorough knowledge of relevant climate policy initiatives and processes and key scientific and technical issues relevant to the design of sound, environmentally and socially sustainable forest policies and measures to mitigate climate change.
  • Establishes and maintains strong strategic relationships with relevant officials, technical experts and influential stakeholders in key countries, as needed to advance policy objectives.
  • Coordinates with other NGOs, when appropriate, to further the adoption and development of international and national agreements to reduce emissions from deforestation and forest degradation.  Maintains contact with technical and policy staff in collaborating organizations to exchange information, share resources and engage in any joint activities needed to further policy or organizational goals. Identifies and, as appropriate, engages new allies, and constituencies. Leads and/or coordinates coalitions, as appropriate and effective to advance common objectives. Organizes and facilitates meetings and other communications with coalition partners and or colleagues in other organizations.
  • As appropriate, participates in activist and scientist engagement activities, drafts alerts and reports.  Participates in the development of foundation proposals and reports, in coordination with the UCS Development staff. 
  • As appropriate, contributes to UCS activities aimed at strengthening the role of domestic forest and land-use in US climate policies.
  • Contributes to foundation proposals and reports.

Basic Knowledge:
Position requires a master's degree or equivalent in economics, environmental policy, forestry or a related field, and a demonstrable understanding of the technical and policy aspects of the role of forests and land-use in mitigating climate change.  Experience in advocacy and knowledge of scientfic and economic analysis, particularly in relation to natural resources, climate change and/or carbon markets, are highly desirable. The position also requires strong public speaking skills, a demonstrable ability to write for non-technical audiences, and the ability to work independently and as a member of a multidisciplinary team. Fluency in Spanish, Portuguese or French is highly desirable.

Experience:
Work requires two to four years of related experience. Up to one year of on-the-job training may be necessary to become familiar with UCS organization, philosophy, programs, and constituencies.
