The Union of Concerned Scientists (UCS) Clean Vehicles program engages in leading-edge analysis, consumer and media education, and transportation policy advocacy. Our work is aimed at reducing oil use, climate emissions, and air pollution through smart policies and practices—including increased fuel efficiency, cleaner fuels, and advanced electric cars and trucks.

The Clean Vehicle program seeks an individual to join a top-notch, multi-disciplinary team to carryout targeted policy analysis, technology assessment, and advocacy efforts in support of UCS’s state and national transportation policy agenda. We are looking for candidates with strong analytical and communication skills who are enhusiastic about collaborating with our team of engineers, scientists, outreach, advocacy and communications experts. The primary focus of this postion will be on CA and western states policy opportunities with potential topic areas including cleaner freight transportation, vehicle electrification, and low carbon fuels.

Responsibilities

  • Design, conduct and supervise technology and policy analysis to support advocacy efforts.
  • Manage the creation, production, and release of public facing products aimed at influencing key decision makers, informing UCS members and the general public, and achieving positive policy outcomes.
  • Participate in the development of UCS policy positions, prepare regulatory and legislative comments and testimony, and develop and recommend policy proposals.
  • Meet with policymakers and stakeholders, serve as a spokesperson on technical and policy issues and represent UCS, its science-brand and positions at various public forums.
  • Advocate UCS clean vehicles policy agenda with legislative and administrative bodies, non-governmental organizations and business groups, and represent UCS before media and public.
  • Collaborate with members of Clean Vehicles team and other UCS programs and departments.

Qualifications and experience

The position requires a working knowledge of transportation and climate policy and strong quantitative and analytical skills. The position also requires knowledge of effective issue campaign development and  understanding of the policy process, including advocacy techniques and legislative strategy. Demonstrated ability to communicate effectively with technical experts and other professionals as well as with policymakers and the public is strongly preferred. Media experience a plus. A Masters Level Degree is preferred. Training or experience in supervision and project management is also desirable. Proficiency in word processing and computer spreadsheets is required and experience with vehicle stock models is strongly desired.

A minimum of 3-5 years of successful relevant and comparable experience for candidates with Master’s degrees is required, including experience in research and analysis. Candidates with a Bachelor’s degree require a minimum of 5-7 years of successful and comparable experience in related areas.  

May spend extended periods of time on computer.  Periodic travel is required equivalent to 5 percent of time.

At UCS, comparable training and/or experience can be substituted for degrees when appropriate.

Compensation, Hours and Location: This is a full-time position based in UCS’s Oakland, CA office. For candidates who meet all position requirements, the salary would be in the high $50,000s. UCS offers excellent benefits and a rewarding work environment.
