Description

The OECD is a global economic forum working with 35 member countries and more than 100 emerging and developing economies to make better policies for better lives. The OECD's mission – Better Policies for Better Lives – is to promote policies that will improve the economic and social well-being of people around the world. The Organisation provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.

In line with the strategic objectives of the Secretary-General, the core mission of the OECD’s Environment Directorate is to help countries to design environmental policies that are both economically efficient and effective at achieving their environmental objectives. OECD’s climate change work is focusing on how to move countries to a low-carbon and climate resilient pathway, and how to improve the effectiveness of the global climate regime.

The Climate, Biodiversity and Water division of the OECD Environment Directorate (ENV/CBW) seeks an experienced and motivated analyst to develop, undertake and deliver policy-relevant research and analysis on climate change adaptation in OECD countries. S/he would also contribute to the analysis on integrating climate change adaptation into development co-operation. The selected candidate will work under the supervision of the Team Lead for Adaptation, within the Climate, Biodiversity and Water Division.

Analysis, drafting and supervision
  • Co-ordinate and draft high-impact policy-relevant analytical reports on climate change adaptation, based on analysis of datasets and policies, literature reviews and country case studies.
  • Provide effective supervision of junior staff and/or external consultants as required.

Meetings, representation and liaison
  • Work collaboratively with relevant experts within and outside the organisation to support the delivery of the climate change adaptation work programme. Contribute, as required, to horizontal and multidisciplinary projects within the Environment Directorate and OECD.
  • Oversee and organise meetings and conferences in support of the work programme.
  • Identify opportunities to disseminate outputs from this work by representing the OECD at external meetings, contributing to publications, participating in webinars, using social media, etc.
  • Establish and maintain a network of relevant contacts with policy makers, experts and officials from a wide range of countries as well as from international organisations, private sector, research institutions and NGOs.

  • Expertise relating to mainstreaming adaptation in one or more of the key affected areas or issues (e.g. water, urban infrastructure, ecosystem-based adaptation and/or insurance), coupled with strong analytical, and ideally, quantitative skills.
  • Proven ability to write clear, concise, convincing and well-structured reports. Demonstrated experience of tailoring written work to the respective needs of specialist and non-specialist audiences.
