The Organisation

Founded on 23 February 1988 in Portugal, OIKOS - Cooperação e Desenvolvimento is a non-profit association, internationally recognised as a Non-Governmental Organisation for Development. Oikos coordinates its work with public and private organisations that share the same values, objectives and mission of eradicating poverty and developing sustainable solutions that promote the right to a dignified life. To this end, Oikos organises its intervention along four lines of action: Environment and Climate Change; Food Security and Local Economy; Access to Basic Social Services and Human Rights and Citizenship.

As well as Portugal, Oikos works in Colombia, Cuba, El Salvador, Honduras, Mozambique, Nicaragua, Peru and São Tomé and Príncipe.

 

OIKOS in São Tomé and Príncipe:

OIKOS has been working in São Tomé and Príncipe (STP) since 2015, with multidisciplinary teams on both islands, contributing to the reduction of poverty and social and economic asymmetries through the transfer of knowledge in an inclusive manner, involving the development actors themselves in the search for and application of sustainable solutions.

Oikos intervenes in São Tomé and Príncipe through a programme in the Rural Sector and a programme in the Marine Sector, in strategic areas that include (1) Capacity building and community education, including the strengthening of local actors; (2) Rural development and the fisheries sector, including projects to increase agricultural production and sustainable fishing, valuing ecosystem services in a sustainable way, diversifying livelihoods, strengthening producers, fishermen and elements of the value chains of agricultural and fisheries products, promoting market links; (3) Environment/climate change, including environmental and social impact projects, natural resource management, environmental awareness and education.

Oikos' various projects in São Tomé and Príncipe include cross-cutting approaches that promote gender equality, social inclusion, environmental protection and the human, social, economic, environmental and cultural rights of the population.

Planning, Monitoring and Evaluation Officer

Job description summary:

The person selected for this post is responsible for designing and implementing the Planning, Monitoring and Evaluation System (PMS) for projects, contributing to knowledge management and the appropriate measurement of indicators using suitable tools.

JOB DESCRIPTION

Under the direct supervision of the Project Coordinator(s), the Planning, Monitoring and Evaluation Officer will have the following main functions and tasks:

 

Specific Functions:

  • Development of technical support tools for project monitoring, evaluation, accountability and learning;
  • Support for the development of Annual Operational Plans and Operational and Financial Plans for projects and their updates or partial plans;
  • Development of the project's Monitoring and Evaluation (M&E) system with the relevant tools to promote its implementation and updating in a participatory, transparent and quality manner;
  • Development of systems and mechanisms to collect, process, systematise and archive information on project activities, results and objectives, problem analyses and proposed solutions, impact and sustainability assessments and analyses;
  • Analysing and monitoring project progress. Analysing the data (quantitative and qualitative) collected in order to measure indicators, correct any deviations and achieve the required goals within the set deadlines and with the expected quality. Sharing the most relevant conclusions to enable timely reporting and decision-making;
  • Carrying out monthly reviews of the performance of the project's activities, objectives and results, in accordance with the logical framework, and presenting solutions to optimise the implementation of the project;
  • Definition of methodologies and creation of tools for collecting and managing project information, to feed into the M&E system.
  • Support for processes and training for Oikos teams and their partners in applying the methodologies and using the M&E tools defined.
  • Implementation of the accountability system for beneficiaries and follow-up on any complaints.
  • Drawing up, organising and implementing baselines and closures,
  • Preparing, coordinating and implementing the Monitoring, Evaluation, Accountability and Learning System for projects - including baseline and finalisation studies - using relevant primary and secondary information collection methodologies.
  • Updating and revising project logical frameworks, in collaboration with project coordination and teams;
  • Support for the development of cross-cutting approaches that promote gender equality, social inclusion, environmental protection (biodiversity and climate change) and the human, social, economic, environmental and cultural rights of populations and their integration into the M&E system;
  • Preparation of Terms of Reference for external evaluation and systematisation processes;
  • Supporting external monitoring, systematisation, evaluation and auditing processes;
  • Internal systematisation of project information and preparation of reports where necessary, identification of lessons learned and support for identifying and documenting success stories.

 

General Functions:

  • Supporting the efficient and effective management of the project(s) and all its resources, in collaboration with Oikos teams and partners, in accordance with the approved proposal and contractual rules;
  • Contribution to drawing up internal procedures for monitoring, systematising and archiving information;
  • Supporting the writing of technical reports, specifically measuring the implementation of activities, results and objectives, in accordance with the deadlines and requirements of the head office and contracts;
  • Support in drawing up project proposals, particularly those that contribute to complementing and/or strengthening activities in the agricultural, community and environmental sectors (biodiversity and climate change);
  • Support for project identification and formulation processes, in line with Oikos' strategy in São Tomé and Príncipe.

 

PROFILE REQUIRED

  • Proficiency of spoken and written Portuguese. Good knowledge in English and/or French and/or local languages will be considered an asset;
  • Relevant higher education qualification;
  • Proven experience in project cycle management, with special emphasis on planning; monitoring and evaluation, preferably in EU-funded projects. Highly experienced in using the Logical Framework;
  • Preferred experience in Oikos work sectors in STP;
  • Preferred experience in a similar role or one that includes a monitoring and evaluation component;
  • Good organisational skills, excellent interpersonal relations;
  • Proactive, sense of initiative;
  • Good ability to work autonomously and as part of a team; ability to work alone;
  • Be available full time and have flexible hours for travelling to the field;
  • Training skills;
  • Good written and spoken communication skills;
  • Good command of computers, high level of excel indispensable;
  • Ability and licence to drive light vehicles and/or motorbikes;
  • Respect for and appreciation of local communities.
  • Sensitivity to the conservation of biodiversity, natural resources and adherence to good environmental practices.
