Salary Range:
$67, 365.00 to $75, 313.00 per year.
Summary of Function:
Provide technical advice and input in the development of Authority policies and programs relating to ecosystem management and other subwatershed studies. Provide aquatic and terrestrial natural heritage technical review of planning, permit and environmental assessment applications. Provide efficient service delivery and provide excellent customer and client service.
Knowledge and Experience:
- University degree (or equivalent) in biology, ecology, environmental studies or related discipline;
- Minimum 4 years of experience related to the major tasks;
- Working/applied knowledge of ecological principles, including ecosystem management, environmental planning, impact assessment, restoration and mitigation, and their practical applications;
- Working/applied knowledge of the Planning Act and the Conservation Authorities Act, the Federal Fisheries Act, the Environmental Assessment Act, the Species at Risk Act, and other relevant federal, provincial and municipal legislation, and good knowledge of their practical applications;
- Working/applied knowledge of database management systems;
- Strong analytical, communication and organization skills;
- A Valid Driver's License is an asset.
Example of Tasks:
Perform the following tasks under direct supervision:
1. Implement a solutions-oriented approach and effective decision making when providing technical review of challenging terrestrial and aquatic natural heritage management planning (e.g. Plans of Subdivision, Functional Servicing Plans, etc.) and permit applications to ensure compliance with the Authority's policies, goals and objectives.
2. Ensure compliance with the Federal Fisheries Act under the Authority's Level III Agreement with the Department of Fisheries and Oceans (DFO). Under supervision negotiate compensation agreements as required to achieve "no net loss" under DFO policy.
3. Provide technical input into the preparation of watershed plans, fisheries management plans, natural heritage management reports, and report cards.
4. Develop and maintain effective partnerships with municipal, provincial and federal agency staff and conduct site inspections as required to provide technical guidance to proponents and their consultants to ensure that proposals adhere to the Authority's policies and objectives. Successfully negotiate challenging environmental issues with planners, developers, municipal staff, consultants, and other stakeholders to bring about viable solutions.
5. Interpret aquatic and terrestrial natural heritage information and provide to internal and external clients.
6. Represent the Authority's interests at meetings and site visits related to aquatic and terrestrial natural heritage management with internal and external clients. Develop and maintain effective client relations and communicate with Authority staff, the general public, consultants, municipalities, and other agency staff.
7. Under direction, manage or participate in projects including project design, budget preparation, and cost-accounting to ensure projects are completed within the allotted time and budget.
8. Lead the development and implementation of technical review procedures and Authority environmental policies and guidelines.
9. Maintain and disseminate (reporting/training/coaching) state-of-the-art knowledge of scientific principles and environmental policies and legislation related to ecosystem management, landscape ecology, restoration ecology and mitigation techniques as it applies to both urban and natural landscape.
10. Provide assistance to terrestrial natural heritage field staff in data collection and monitoring.
11. Prepare terms of reference, communications and reports to senior staff and Authority Boards and funding proposals as required.
