  • General Position Description: Under the direction of the Park Superintendent, the Park Ranger III/Back-up Utility Plant Operator (UPO) reports to the Lead UPO and is responsible for assisting with the proper monitoring, operation, testing, and maintenance/repair of a purchased water system, two wastewater treatment plants, one septic system, nine pump stations, two irrigation fields and all water distribution and wastewater collection systems of Lake Brownwood State Park. Serves as the Lead UPO and assumes duties of in their absence. Responsible for regulatory compliance in all utility operations and completion of required reports and laboratory testing as required by the Texas Commission on Environmental Quality (TCEQ) and the Texas Parks and Wildlife Department. Operates all types of equipment such as trucks, tractors, mowers and power tools. Provides quality visitor services by issuing permits, collecting revenue, providing information and registers visitors using an automated registration system. Assists in enforcing park rules and regulations, performs resource management tasks and interprets the parks natural resources. Responsible for the operation and maintenance of park facilities, grounds, equipment operations/repairs and customer service, general maintenance and custodial duties. Performs additional duties as assigned. Complies with all Agency, Division, and branch rules, regulations, and procedures.
  • Working Conditions: (1) Required to work in a public park with overnight camping and day use; (2) Required to work 40 hours per week, includes flexible schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays; (3) Required to respond to emergency situations; (4) Required to travel with possible overnight stays; (5) Required to operate a State vehicle; (6) Required to perform work outdoors, occasionally in adverse weather conditions; (7) Non-smoking environment in State buildings and vehicles; (8) Must conform to agency work rules, safety program and dress and grooming standards.
  • Minimum Qualifications:
    • Education: Graduation from High School or GED.
    • Experience: Three years facility, equipment or grounds maintenance experience. Acceptable Experience: Thirty semester hours from an accredited college or university may substitute for one year of the required experience, with a maximum substitution of two years. Preferred Experience: (1) Experience working with the public; (2) Customer service experience; (3) Experience in repairing buildings, equipment, plumbing or electrical systems; (4) Experience in operating lawn mowers, tractors, trucks, power or hand tools; (5) Experience working with water or wastewater plants and systems; (6) Experience in water/wastewater testing/analysis; (7) Experience with personal computers with word processing and spreadsheet software.
    • License/Certifications: (1) Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license; (2) Must possess or be able to obtain, within one year of employment, a class "D" Water Operator license issued by the Texas Commission on Environmental Quality (TCEQ); (3) Must possess or be able to obtain, within one year of employment, a class "C" Wastewater Treatment license issued by the Texas Commission on Environmental Quality (TCEQ). Preferred License: Current class "D" Water Operator license and/or class "C" Wastewater Treatment license. Note: Retention of position contingent upon obtaining and maintaining license.
  • Selection Criteria:
    • Knowledge, Skills and Abilities: (1) Knowledge of building and facility repair techniques such as carpentry, plumbing, electrical or mechanical; (2) Knowledge of general maintenance techniques; (3) Knowledge of general custodial duties; (4) Knowledge of TCEQ rules and regulations governing the proper operation and performance standards for Activated Sludge Wastewater and Surface Water Treatment Plants; (5) Knowledge of wastewater collection and water distribution systems; (6) Skill in the use of hand and power tools, mowers, trimmers, tractors, boats, vehicles, welders, generators and other mechanical equipment; (7) Skill in effective verbal and written communication; (8) Skill in using MS Word, Excel and Outlook; (9) Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts; (10) Skill in providing quality customer service in a courteous and professional manner; (11) Skill in managing several projects simultaneously; (12) Ability to work independently with little or no supervision; (13) Ability to work as a member of a team; (14) Ability to conduct work activities in accordance with TPWD safety program; (15) Ability to operate and maintain utility systems in accordance with TCEQ rules and regulations; (16) Ability to accurately monitor, test and maintain a water and/or wastewater plant; (17) Ability to operate, maintain and repair extended aeration wastewater treatment plants; (18) Ability to follow park rules and regulations; (19) Ability to perform minor repairs and maintenance to facilities, equipment, vehicles, gas/diesel engines, pump systems and controls; (20) Ability to work under stressful conditions; (21) Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities; (22) Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.
