Position: OIE SUB-REGIONAL REPRESENTATIVE (SR) FOR THE MAGHREB

Net Salary : 4000 euros/month + benefits

Background:

To establish an OIE Sub-regional Office in the Maghreb  to carry out OIE's mandate in Member countries of the sub-region.

The SR will operate under the overall authority of the Director General (D.G.) of the OIE.

Responsibilities:

Under the supervision of the D.G. of the OIE and in relation with the Regional Representative of the OIE for Africa , the incumbent will be responsible for the following:

  • To assist in the compliance of the National Veterinary Services (VS) in the Maghreb , with OIE international standards on quality. This will facilitate the solving of inter-regional and international sanitary constraints on trade in livestock and livestock products (LLPs) and the improvement of the prevention and control of priority animal diseases.
  • To collaborate with OIE HQs, when requested to follow up activities related to the evaluation and strengthening of VS in terms of the OIE Code (chapter 3.1. and 3.2.) and the OIE PVS Tool.
  • To establish under the coordination of OIE HQs and the OIE Regional Representation for Africa an Annual work plan, including capacity building activities for VS to prevent and control priority animal diseases at source and to certify exports.
  • To advise, co-ordinate and regularly liaise Member Countries of the sub-region to promote, facilitate and improve actions foreseen, or being implemented under regional veterinary/animal health programmes and to propose and coordinate efficient and optimal use of all available resources.
  • To advise and regularly liaise with the OIE headquarters and the OIE Regional Representation for Africa, as well as with regional representatives of the UMA, FAO, WHO and bilateral and multilateral donors, involved in the sub-region, especially in the framework of the Regional Animal Health Center (RAHC) under the umbrella of GF-TADs agreement.
  • To organise as necessary in collaboration with OIE headquarters, and OIE Regional Representation for Africa , workshops, consultations, training courses, evaluations, surveys and programme models.
  • To promote permanent good communication with OIE Members in order to make OIE Delegates permanently aware of their rights and obligations to the OIE.
  • To encourage and support the work of OIE Delegates and their mains supporting staff (OIE Focal Points) in order to comply with OIE international standards, as well as to better participate in the OIE standards setting process.
  • To provide a link between the activities of national veterinary Laboratories and those of OIE Reference Labs in the sub-region and worldwide.
  • To promote the scientific influence of OIE Reference Laboratories of the region.
To establish and support sub regional epidemio-surveillance networks and their relations with neighbouring Regions and Sub-Regions.

 

Qualifications and Experience :

  • A degree in Veterinary Medicine and at least 15 years overall experience, in the public sector;
  • Knowledge and experience in policy formulation in animal health, and skills in veterinary epidemiology;
  • Exposure to the WTO/SPS Agreement;
  • Good communication, facilitation and analytical skills;
  • Perfect knowledge of Arabic and French and a good knowledge of English;
  • Computing skills;
  • Must be national of Algeria , Libya , Morocco or Tunisia .
N.B. - These qualifications are considered minimum requirements for the position and candidates should only apply if they fill all the above conditions .
