VACANCY ANNOUNCEMENT 

Northern Plains Landscape Technical Advisor

The Wildlife Conservation Society (WCS) is a world leader in on-the-ground wildlife conservation. Founded in 1895 as the New York Zoological Society, WCS is an international organization dedicated to conserving and protecting the Earth’s wildlife and ecosystems. WCS has been working in partnership with the Royal Government of Cambodia since 1999, providing technical advice and support for the conservation of key habitats and species across the country. Within the Northern Plains Landscape our collaborative projects with the Ministry of Environment focus on law enforcement, eco-tourism, biodiversity monitoring and community land use planning which are funded by a wide range of bilateral, multi-lateral and foundation donors.

WCS is now seeking applications from qualified candidates to fill the position of Northern Plains Landscape Technical Advisor, based in Preah Vihear province, Cambodia. This position reports to Senior Technical Advisor.

Job Summary:

The primary objective of the position is to provide technical support to develop strategic plans for protected areas, including Protected area Zonation, adaptive management planning processes, SMART patrolling and law enforcement, and biological monitoring. Oversee and support the Northern plains biodiversity monitoring Unit in the implementation of high quality and effective biological monitoring and anti-poaching activities, data analysis, reporting, and decision making.

The position has line management responsibilities and will work closely with the WCS Northern Plains Landscape Project Manager, Provincial department of Environment (PDOE) and reports to the Senior Technical Advisor.

 Expertise in the following areas is desired:

  • Implementation of large, international donor-funded programs.
  • Development and implementation of PA Management plans.
  • Development and implementation of protected area management with the Government authorities at sub-national, and national level including CyberTracker/SMART
  • Development and implementation of biological monitoring programs and overseeing field implementation with monitoring teams.
  • Proposal development and donor report writing for biological monitoring and natural resource management projects.

A key role of the Northern Plains Technical Advisor will be to liaise and work with the WCS Cambodia field office teams in Preah Vihear and the WCS Cambodia Head office. These activities will have to be carried out in a logistically challenging environment.

Key Duties and Responsibilities: 

  • Support the WCS Northern Plains Landscape project staff and relevant government authority to develop strategic plans for protected areas, including SMART patrolling and law enforcement, community engagement, and biological monitoring
  • Provide technical support to project staff to implement patrolling and law enforcement, community engagement, community compliance and biological monitoring activities
  • Support the Northern Plains Landscape project manager on development and management of budgets, while ensuring proper narrative and financial and reporting procedures are followed
  • Support Provincial Department of Environment with the implementation of SMART (a law enforcement monitoring and management tool), assisting with the analysis of monthly, quarterly and annual SMART reports for both biodiversity monitoring and patrol teams in both protected areas, and the implementation of an adaptive, intelligence led enforcement strategy across the landscape
  • Work with WCS field staff and local NGO partners to support the expansion of conservation incentive schemes (Bird Nest Protection Scheme), whilst ensuring that they are implemented to a high standard and benefit biodiversity and people
  • Maintain and develop good donor relations, through high-quality, timely reporting and coordinating visits
  • Lead on the development of funding proposals in the Northern Plains landscape
  • Ensure project implementation is in line with donor and WCS policies and procedures
  • As well any and all other work assignments, duties, and/or functions as WCS or its management may designate or instruct in the course of its operation, which may include assignments, duties, and/or functions that vary from the above

 Requirements:

  • PhD or Masters Degree in a Biological science or other relevant courses
  • Minimum 5-10 years successful experience working in similar position with an NGO (local or international), in particular experience of providing technical support.
  • Computer skills mandatory. Proficient in Microsoft Office Applications (R and access are desirable)
  • Strong leadership and interpersonal skills, solid programming, financial and organizational development skills; strong coaching skills and excellent analytical and financial planning skills.
  • Strong analytical and interpretative problem solving skills.
  • Knowledge of the policies, regulations, reporting formats, and cultures of traditional donors, including USAID.
  • Able to multi-task, establish priorities and meet deadlines.
  • Excellent oral and written communication skills. English

 Please note that the above TOR constitutes only the main responsibilities and duties of this position.  As WCS-CP is a flexible organization, staff members are expected to undertake any other tasks that are allocated to them but which are not part of their regular TOR.
