Northeast Observer Program Southern Area Lead Coordinator Position

MRAG is seeking a self-motivated, well-rounded individual to take on the position of Southern Area Lead Coordinator (SALC) with our Field Coordination Team for the Northeast Fisheries Observer Program (NEFOP). The SALC will oversee our fisheries observer operations in North Carolina, Virginia, and Maryland and work closely with vessel owners and operators to arrange observer deployments required by the federal government.  The SALC will be the primary contact for a team of NOAA trained fisheries observers deploying on commercial fishing vessels in their region.

Fisheries Observers collect scientific, management, compliance, and other data at sea through observations of fishing operations, interviews of vessel captains and crew, species identification, verification, and measurements of selected portions of the catch and fishing gear. The information collected by observers is used to monitor the amount and disposition of catch and bycatch, understand status and trends of fish stocks and protected species, record interactions with protected species, determine the benefits derived from fishing activities, and predict impacts of existing and proposed management actions.

In support of the observer responsibilities listed above, the SALC will maintain daily deployment logs, mentor observers on their team; maintain extra gear and paper logs for the monitors; work with other area lead coordinators to ensure all trips are covered, maximize sea-day coverage and observer effort; maintain the bunkhouses and the purchasing of supplies for the house; payroll duties including verifying the observer timesheets, travel vouchers and other forms. The SALC will communicate directly with observer staff, MRAG management staff, fishing industry personnel, and NOAA staff on a daily basis.

General position responsibilities:

  • Observer placement on vessels using outreach and communication skills to solicit cooperation from fishers, vessels are required to carry observers, but no official selection process.
  • Maintain a list of active vessels and schedule observers to trips as appropriate
  • Track and support observer assignments and accomplishments
  • Oversee Assistant Lead Coordinator for area
  • Maintain communication with observer corps as well as management staff
  • Attend Industry related meetings to develop professional relationships and keep current with industry trends.
  • Payroll preparation and timesheet/reimbursement verification
  • Maintain bunkhouses in assigned area
  • Maintain observer gear supply
  • Work with ALC team to ensure tasked seadays are completed for all regions.
  • Attend NMFS trainings as necessary
  • Conduct vessel operator interviews
  • Administer monitor/observer reviews (twice yearly)

Position requirements:

  • Knowledge of the Virginia and North Carolina coastal communities, with specific understanding of the fisheries that occur in the region, the fishing industry support structure and the management concerns in the region.
  • Strong work ethic and high level of responsibility.
  • Proficiency with Microsoft Office and Excel, experience with MS Access a positive, but not essential
  • Ability to multi-task in complex coordinating environment and quickly acquire broad knowledge of the ports and areas from which commercial fishing vessels operate.
  • Ability to work independently as well as part of a team in fast paced environment to drive issues through to completion and ensure compliance with policies and procedures.
  • Excellent communications skills, both written and verbal and ability to talk directly with staff, commercial fishing industry, and agency personnel.
  • Strong problem solving skills; management and problem investigation skills with ability to learn new skills quickly to value add in problem focus areas.
  • Live locally in costal North Carolina or Virginia and have familiarity of the regional culture.
  • Ability and willingness to travel for extended periods of time.
