MRAG Americas will hire a Program Manager to coordinate the Dockside Monitoring services and At-sea Monitor Program in the Northeast fisheries from New York to Maine. MRAG will hire one Program Manager to work in our Essex office. Program Manager will work with four Lead Dockside Monitors located in the ports of Portland, ME, Boston, Essexs/Gloucester, and New Bedford, MA. The Program Manager and Leads will oversee twenty or more dockside and at-sea Monitors. Monitors will collect scientific, management, compliance, and other data during offloads and at-sea in the above ports and in other remote ports throughout the region. Program Manager will work closely with NMFS staff, Sector Managers, and Leads to coordinate deployments, report coverage and catch levels, and oversee the transmitting of data to NMFS. Program Manager conducts administrative duties including payroll and billings. Program Manager will report directly to, Bryan Belay, Observer Operations Manager.

The Northeast ground fisheries are switching to a catch share program which divides existing quotas to individual vessels and develops Sectors to manage and oversee groups of vessels under Amendment 16. MRAG will contract directly with the Sectors to provide 50% coverage of all the offloads from vessels in the Sector. In addition MRAG Americas will contract with the government to provide At-sea Monitors to all the Sectors.

The position requires:
• Prior observer experience in groundfish or marine mammals.
• Prior management or lead experience
• A bachelor's degree from an accredited college or university with a major in one of the natural sciences.
• A minimum of 30 semester hours or equivalent in the biological sciences.
• At least one undergraduate course in math or statistics
• Extensive knowledge of MS Excel and other MS Office programs and experience with data entry on computers.
• Knowledge of the Northeast region and or fisheries.

Work and training will begin April 1st. Program Manager’s salary will be determined based on experience. Program Manager will receive annual raises and performance bonuses. Position includes vacation, holiday pay, health and life insurance.
