TERMS OF REFERENCE
Title: NORTH AFRICA PROGRAMME OFFICER
Work percentage: 100%
Type of contract: 3 years (with possibility of extension)

Duty station: IUCN Mediterranean Cooperation Centre, Malaga, Spain
Reporting to: Director, IUCN Mediterranean Cooperation Centre
BACKGROUND
The IUCN Mediterranean Cooperation Centre was opened in October 2001 and is located in Malaga, Spain.
IUCN has over 179 members in the Mediterranean region, including 15 governments. Its mission is to influence, encourage and assist Mediterranean societies to conserve and use sustainably the natural resources of the region.
As part of its activities, the IUCN Mediterranean Cooperation Centre is responsible for the development and implementation of a sub-regional programme for North Africa, as defined and approved by IUCN Members and partners in the sub-region, in March 2008.
The North Africa Programme Officer is expected to assist in developing and implementing programme and project activities that contribute to the North Africa sub-regional programme.
The duty station will be, during the first stage, in Málaga, Spain, but later on will be in a North African country to be determined.
RESPONSIBILITIES
The Programme Officer’s primary function is to support the development of the IUCN sub-regional programme for North Africa, with the following main goals:
a. Maintain the existing and develop a technically sound network of Members and partners in the region to implement the IUCN North Africa sub-regional programme.
b. Develop with the sub-regional members a financially viable portfolio to allow concrete conservation actions in North Africa.
c. Maintain the sub-regional network of Members and partners aware and informed of regional and global environmental processes and trends for nature conservation
d. Develop with regional members and partners mechanisms to raise awareness on the North Africa specific conditions and taking into account in the regional processes.
The specific duties and responsibilities in order to achieve these goals are summarized below:
Under the supervision of the Director, the Programme Officer will be responsible for the management and implementation of the on-going projects and initiatives within the sub-regional programme for North Africa, mainly within the working areas of: climate change adaptation, drylands, forest management, rural development and livelihoods issues, marine environment, species and private sector. This will entail the following responsibilities:
1. Project management and implementation
• Interact with Members and partners in the different countries to (a) build good relationships and trust; (b) help ensure accurate and unified communications; (c) provide support, share information and facilitate joint actions;
• Develop a portfolio of projects with and for sub-regional members in line with IUCN global and regional orientations and global and regional instruments objectives
• Prepare and implement a follow-up, monitoring and evaluation system for projects, in agreement with donors’ requirements and with IUCN standards;
• Participate in field missions to follow-up and evaluation on project implementation and provide the necessary assistance to project teams, partners and members;
• Help organise conference, workshops and training activities, ensuring adequate agendas and good participation of all relevant stakeholders;
• Prepare technical and financial reports for donors and the Director, in accordance with established formats and time schedules;
• Provide the necessary input to the regional communications unit for proper dissemination of project and programme results.
Under the supervision of the Director, the Programme Officer will assist in identifying opportunities for programme and project development in line with the IUCN Programme 2009-2012 and the priorities established for the Mediterranean region through the Mediterranean Programme of work 2009-2012 and the Resolutions adopted at the World Conservation Congress. This will entail the following responsibilities:

• Identify conservation and development priorities relevant to the IUCN-Med Programme and to the needs of IUCN Members in the region;
• Identify possible partners for joint initiatives, with particular focus on establishing project teams and/or consortiums with relevant IUCN Members. North-South or South-South regional cooperation should be promoted as much as possible in all initiatives;
• Undertake the necessary situation analysis and diagnosis for developing relevant and coherent project proposals;
• Fundraise from national and international donors to develop project activities and cover at least 50% of the direct costs of the staff position.
The above job description contains the main duties and responsibilities for this position. The North Africa Programme Officer will work in close cooperation with all the staff of the IUCN Mediterranean Cooperation Centre and with other relevant IUCN staff, Commission Members and Members worldwide to implement, guide and supervise activities related to the execution of his/her position.
• Post graduate/advanced degree related to conservation and sustainable development.
4. REQUIREMENTS
• At least 10 years’ professional experience in management of conservation/sustainable development programmes.
• An extensive knowledge of the Mediterranean region, its environment challenges, actors and politics.
• Excellent knowledge of global and regional conservation and sustainable development policy issues.
• Experience in strategic management and leadership of networks.
• A proven ability to rise funding for programme and project activities
• Excellent communication and negotiation skills.
• .
• Excellent command of Arabic, English and French is required. Good knowledge of Spanish will be an asset.
The gross annual salary for this position is in the range from 40.480€ to 50.600€
