I.M. Systems Group, Inc. (IMSG) http://www.imsg.com/ is looking to hire a Deep-Sea Coral Program Specialist to work in the NOAA Fisheries Service (NMFS) Office of Habitat Conservation (OHC), Habitat Protection Division (HP) (http://www.nmfs.noaa.gov/habitat/index.html), which is part of the National Oceanic and Atmospheric Administration (NOAA). The position will be located at OHC headquarters in Silver Spring, Maryland. The candidate will support activities by the parent Habitat Protection Division and Office of Habitat Conservation as well as other assigned responsibilities.
The Deep-Sea Coral Program Specialist will support NOAA Fisheries Service deep-sea coral activities and provide coordination across NOAA for deep-sea coral-related matters. Duties will focus on coordination of NOAA’s deep-sea coral activities under the congressional Deep Sea Coral Research and Technology Program (DSCRTP); synthesizing scientific and conservation information and developing management-relevant products from NOAA’s research activities; and helping lead NOAA’s deep-sea coral outreach activities with Congress, key constituents and the public.

Deep-Sea Coral Program Coordination:
- Support implementation and coordination of the congressionally-mandated Deep Sea Coral Research and Technology Program, in close consultation with HP staff. This includes developing terms of reference, tracking progress of projects, coordinating with researchers, and preparing reports, annual budget documentation, developing program briefing materials, etc.
- Support coordination with NMFS and NOAA deep-sea coral science and management efforts; assist in developing priorities and monitoring performance; provide budget forecasting and preparation of funding requests. (Occasional travel to NMFS Regions or Science Centers may be required.)
- Assist with development of products from deep-sea coral data that are appropriate for submission to Regional Fishery Management Councils.
- Work with OHC staff on annual budgets and transfers to field
- Support out-year strategic planning efforts, including identifying priorities, developing performance measures, and participating in planning meetings, proposal evaluations, and internal team planning.
- Develop and maintain a general knowledge of issues related to the deep-sea coral ecosystems in order to place research activities, contracts, and publications in the relevant policy and scientific context.
- Serve as Executive Secretary for NOAA’s Deep-Sea Coral Coordination Group and associated program planning and coordination, which includes planning working group activities, monitoring NOAA-wide activities relevant to deep-sea corals and arranging and leading working group meetings (scheduling meetings, compiling meeting notes and follow-up activities)
Outreach:
- Lead NOAA’s deep-sea coral outreach activities, including development of print and web-based materials (e.g., brochures, websites, and newsletters).
- Support partnership building within and outside NOAA to enhance outreach on deep-sea coral issues to Congress, key constituents and the public.
- Collect and organize information on existing NOAA and external research on deep-sea corals and management efforts that support their conservation.
- Review and provide comments on NOAA documents and reports; assisting with editing and formatting technical reports.
Qualifications:
Required:
- Master’s degree (preferred) or bachelor’s degree with equivalent additional experience in a relevant discipline such as marine science, biology, marine or environmental management or policy.
- Experience with principles and approaches of scientific research and marine conservation
- Strong writing skills and experience with writing or editing both technical and/or scientific reports and manuscripts as well as outreach documents for general audiences.
- Self-motivated, with strong organizational skills and attention to detail.
- Ability to work well individually and cooperatively with a range of individuals in a complex team environment
- Solid interpersonal and communication skills, as they will be required to interact constructively with an array of individuals and groups internal and external to NOAA
- Ability to work on several projects simultaneously and to shift priorities as needed.
- Willingness to learn new skills.
- Technical proficiency with Microsoft Office programs.
Desired:
- Experience designing/implementing outreach campaigns and building partnerships with other organizations to achieve common goals
- 1-2 years of experience administering or supporting program or project planning and implementation
- Familiarity with deep-sea coral science or deep-sea habitat science and related conservation issues.
- Familiarity with issues related to fisheries management, including management of fisheries bycatch and impacts on benthic habitats.
- Facility with presentation or web programs and applications (e.g., InDesign, Photoshop, ArcGIS, Google-earth)
- Ability to travel on a periodic basis.
