I.M. Systems Group, Inc. (IMSG) www.imsg.com is seeking to hire a Regional Resource Coordinator to provide support to the NOAA Assessment & Restoration Division (ARD) Southeast Branch, which is based in Saint Petersburg, FL and has additional offices in Atlanta, GA, Dallas, TX and Baton Rouge, LA.  The position will be based out of one of the following locations St. Petersburg, Baton Rouge or Silver Spring (Office of Response and Restoration Headquarters). 

The Southeast Branch includes ocean and coastal areas from North Carolina south to Florida and west to Texas, including the Caribbean.  The candidate designs and conducts Natural Resource Damage Assessments (NRDA) for oil spills, waste sites, and vessel groundings in the SE region.  In addition, the candidate participates with co-trustees to plan appropriate restoration for natural resource injuries and resolve liability; develops, implements and maintains mechanisms for effective all-hazards preparedness and response actions in the SE region; and supports the delivery of ARD products and services to the public.  The candidate fosters cooperation and coordination within and outside of National Ocean Service (NOS) to achieve agency missions, goals, and objectives, including those of the Damage Assessment, Remediation, and Restoration Program (DARRP) and Office of Response and Restoration (OR&R).  

Responsibilities of the incumbent will include working with interdisciplinary and interagency groups to evaluate ecological injuries after hazardous materials releases – one being the Deepwater Horizon oil spill, which includes developing and conducting studies to determine the appropriate type and scale of restoration to compensate the public for natural resource injuries.      

Duties:  

  • Natural Resource Damage Assessment (NRDA):  Addresses oil spills, waste sites, and vessel groundings in the SE region of the U.S.; follows the Oil Pollution Act (OPA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and NRDA regulations to determine natural resource injuries and appropriate scale of restoration; leads or contributes to injury assessment approaches, restoration planning, and development of case strategy; helps develop responses to responsible party settlement proposals; takes appropriate action to integrate remediation and restoration activities with natural resource trustee agencies and Responsible Parties during the NRDA process; contributes to settlements that address natural resource injuries/liability with a multi- disciplinary team of individuals, including biologists, chemists, policy analysts, economists, and/or attorneys.
  • All-Hazards Preparedness, Response, and Assessment:  Supports OR&R’s 24-7 capacity to prepare for and respond to natural disasters, emergency events, or other sources of natural resource injuries in the coastal zone; facilitates improved communication during emergencies at local, state, regional, and federal levels; functions within FEMA’s Emergency Support Functions and the Incident Command System (ICS) after emergencies; leverages knowledge of offshore and nearshore infrastructure, community and ecological/habitat resilience, and climate change issues in SE region to improve OR&R’s emergency preparedness, response, assessment, marine debris, and restoration activities; contributes to OR&R’s coordination of scientific data, observations, predictions, and response activities for all emergencies threatening life, commerce, or the environment.
  • Support Delivery of ARD Products and Services:  Integrates with existing geospatial and data management capabilities within ARD to meet existing and future program goals and objectives; contributes to new approaches and applications to support emerging ARD, DARRP, and OR&R spatial needs.

Qualifications:  

  • Experience with NRDA or environmental injury and/or risk assessment
  • Functional knowledge of the ocean and coastal habitats in the SE region
  • Strong communication skills, both oral and written, are essential
  • Demonstrated ability to work successfully within multi-disciplinary teams, and with team members across large geographic areas: Proficiency in spatial software to support data delivery or scientific analysis (e.g., ArcGIS or Google Earth), or a demonstrated ability to work with technical experts to deliver spatial projects at small and large scales
  • Proficiency in Microsoft Office Applications (Word, Excel, PowerPoint)
  • M.S. or Ph. D degree preferred in a relevant discipline such as marine science, biological or physical oceanography, or environmental management
  • Three years experience preferred
