I.M. Systems Group, Inc. (IMSG) (www.imsg.com), a Federal Government Contractor located in Rockville, Maryland is seeking to hire a NEPA analyst to work at the NOAA National Marine Fisheries Service (NMFS) located in Silver Spring, MD.  NMFS requires professional and programmatic expertise in NEPA document preparation as well as program and project analysis.  Supporting this work requires expertise in pertinent laws, regulations, policies and precedent, which influence the NEPA process and compliance. 

Duties:

  • Review and  provide input on draft and final NEPA documents for controversial, complex, and technical projects or programs in the marine environment   
  • Develop and recommend NEPA related work plan task designs and potential capabilities to carry out the plan.
  • Promote environmental policy coordination, ensuring that NMFS’ policies, programs, and plans are in compliance with NEPA and related environmental legislation (Endangered Species Act, Magnuson-Stevens Fishery Conservation and Management Act, Marine Mammal Protection Act, etc.). 
  • Support NEPA compliance for the range of agency resource planning and plan implementation, including fishery management, scientific research programs, habitat conservation and restoration, endangered species conservation and recovery activities, and NMFS Aquaculture Program activities.  
  • Analyze and implement methods and techniques for evaluating the efficiency and effectiveness of program operations.
  • Analyze fishery/ecosystem science, program legislation, regulations and socioeconomic and political environment for management purposes.

Desired Qualifications:

  • Bachelor’s degree in a related field with 3 years of relevant experience or Master’s degree in a related field is required.
  • Familiarity with the Magnuson-Stevens Fishery Conservation and Management Act and other applicable environmental laws such as the Endangered Species Act and the Marine Mammal Protection Act is required.
  • Excellent communications skills, both oral and written.
  • Policy and project management experience is highly desirable.
  • Knowledge of NMFS research and management activities is highly desirable.
