DUTIES: The successful candidate:

  • Assesses and analyzes project related data and methodologies
  • Prepares material for agency review including the preparation of reports detailing impact assessments and possible mitigation or compensation measures required to offset impacts resulting from existing, planned or future BC Hydro operations, maintenance work or projects in assigned area/program
  • Prepares detailed terms of reference, budget estimates, related analytical and other research reports for a full range of large and complex fish and wildlife related research/program projects
  • Determines project approach and objectives, parameters, costs and staff requirements and establishes priorities
  • Reviews, evaluates and recommends selection of consultants and reviews their reports to determine technical acceptability
  • Prepares work plans, work schedules and implements programs for mitigating and/or compensating for the effects of new and existing BC Hydro facilities, operations and construction projects on fish, wildlife, other resources and natural systems
  • Inspects, monitors and administers projects
  • Liaises with administrative, engineering, regulatory, public groups, program and research staff regarding the impact and ramifications of structures and water levels on a variety of natural resources
  • Ensures that environmental issues, objectives and strategies are considered and incorporated into plan
  • Acts as a biological and/or scientific specialist at public meetings, license hearings, program or environmental groups
  • Develops and conducts training and presentation sessions as required
  • Provides technical advice and instructions to field personnel in the event of emergency environmental problems
  • Provides technical direction and expert advice to area/program or cross discipline staff at the steering committee level or contractors involved in assigned projects
  • Provides work leadership to and performs all the functions of the Natural Resource Specialist 2 job. 

QUALIFICATIONS: The successful candidate will have:

  • Completed a Bachelor Degree in a specific Natural Science such as Zoology, Biology or Agriculture or equivalent
  • Eligibility for membership with the Association of Professional Biologists of British Columbia or equivalent
  • A minimum of eight years experience in environmental impact assessment, fisheries research or habitat protection and mitigation work.

ADDITIONAL INFORMATION: 

  • Ability to prepare projects, studies, plans, technical environmental impact reports relating to fish, wildlife, and related habitat and ecosystem effects of BC Hydro's construction, operation, maintenance, and decommissioning of Lower Columbia (LC) and East Kootenay (EK) generation facilities is desired
  • This position deals primarily with hydro operational fisheries impacts and related habitat mitigation
  • The preferred candidate will display a working knowledge of: i) provincial and federal water and fisheries regulatory legislation, acts and policies; ii) fish biology and habitat assessment; and iii) BC resident fish communities and related ecosystems; as well as a basic knowledge of BC Hydro's transmission, generation and water storage facilities operations and equipment
  • The candidate should have demonstrated skills in undertaking research & monitoring projects, related statistical data analyses, work organization, scheduling & budgeting
  • The candidate should be able to perform a wide range of fisheries and aquatic habitat field sampling skills including water quality sampling and evaluation, habitat typing and evaluation, and fish capture, sampling, marking or tagging and related monitoring
  • The position undertakes and ensures consistency in environmental inspection protocols, report preparation, liaison with outside groups and within BC Hydro including project, field and resources staff; inspects and provides environmental technical advice to facility staff to ensure consistency, quality control requirements, standards, and guidelines
  • The position will be required to interact and liaise with, and respond to, low-risk queries from federal and provincial regulators, First Nations, community organizations and the general public with respect to fisheries effects of operations; liaises and attends meetings with government agency representatives from various Ministries and branches to determine and implement regulatory requirements and other commitments
  • The preferred candidate will demonstrate good written, interpersonal communication, and team leadership skills
  • Selected candidates' must provide evidence of written skills necessary for the preparation of detailed terms of reference, budget estimates, contracts, analytical and other research reports for a full range of fish and wildlife related projects
  • The successful candidate is expected to develop standards, protocols, environmental management plans, terms of reference, project proposals, and technical reports
  • The preferred candidate will have strong computer skills in word processing, database and spreadsheets applications, and should understand and be able to apply appropriate statistical analyses
  • The successful candidate will be required to support the implementation of monitoring and research contracts and as such should have experience in tracking contractual arrangements, budgets, safety requirements, and quality control
  • The successful applicant will have frequent exposure to field work and be exposed to all types of weather conditions at work sites which may be remote and/or on lakes and rivers
  • Must hold a valid driver licence or be able to obtain one
  • Travel will be required throughout the LC and EK region
  • Training, experience, and/or certification in white-water boat operations, MEDA3, swift-water rescue, electrofishing, and Level One First Aid would be an asset
  • The position provides work leadership to and performs all the functions of the natural resource specialist 2
  • The successful applicant must work effectively and cooperatively in a Columbia ESI and WLR team environment
