Background

The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the Romanian Ministry of Environment and Sustainable Development in implementation of the GEF Medium Size Project (MSP) “Improving the financial sustainability of the Carpathian System of Protected Area”.

The objective is to secure the financial sustainability of Romania’s Carpathian Network of Protected Areas (CNPA) as a model for replication to the entire Carpathian Network of Protected Areas. With adequate financial resources the Romanian Carpathian Pas and the CNPAs will be on path to greater financial sustainability. This objective will be realized through two components:
  • Strengthening the supportive legislative framework and Sustainable Protected Areas Financing Strategy;
  • Strengthening the institutional and individual capacities of management authorities and other local stakeholders to develop and implement sustainable financing of protected areas.
The project is expected to generate significant new revenues to the CNPAs. Taken together, this project’s investment (1 million USD) is projected to generate additional revenue of USD 5 million per year and using a 6 percent discount rate, in a 10 year period, the net benefit of this investment would be 35 million USD.

 

Duties and Responsibilities

Within the framework of this TOR, the consultant is expected to perform the following duties:
  • Prepare a work plan and elaborate quarterly progress reports;
  • Coordinate the drafting of a strategy for business sector engagement, with schedule of work and timeline, with input from the project team / consultancy reports;
  • Identify and contact potential partners, sponsors, donors in order to identify adequate mechanisms to improve the financing of the Carpathian PAs with potential benefits to local communities, to evaluate the business opportunities, ways for participation, follow up on negotiations and contracting process;
  • Establishment and maintenance of a database with potential and relevant partners from the private sector;
  • Establishment of partnership projects with private sector targeting mechanisms for income generation for the Association of the PA administrations and park administrations with potential benefits to the local communities;
  • Assist and Support the PA’s administrations in concluding partnerships identified at the national level with applicability at the PA’s level;
  • Assistance to the PA Administration Association in preparation and evaluation of the private sector financing proposals, partnership/contract proposals as relevant;
  • Support to the PA Administrations Association in the setting up new and implementation of the existing financial mechanisms for PA’s, including Payment for Ecosystem (PES) mechanisms;
  • Elaborate guidelines for developing and implementing partnerships and contracts ( e.g. partnerships and agreements to use parks logo, concessions, promotion of different park products;
  • Set up a “friends of the protected areas” donor support group aiming to enhance awareness among other private sector representatives on the PA goods and services;
  • Organizing and facilitating training sessions on business development opportunities and ways for implementing partnership with the Carpathian PA’s staff;
  • Permanent coordination with the project team to follow up on the public awareness and other events.

 

Competencies

  • Demonstrates ethics and integrity;
  • Excellent communication and negotiation skills;
  • Team engagement, ability to work in a multi-disciplinary team and demonstrated capability to meet deadlines under pressure;
  • Willingness to travel outside Bucharest and work with PAs;
  • Excellent report writing skills;
  • Fluency in written and oral communication Romanian and English;
  • Experience in the usage of computers, office software packages (e.g. MS Office) and various office equipment.

 

Required Skills and Experience

Education:
  • University degree in economics, marketing, business administration, natural resource management or a related field is required. Relevant post-graduate degree would be a plus.
Experience:
  • At least five years of working experience in business development, with the private sector in Romania, public private partnerships and contracting, as well as acquaintance with donations and sponsorship mechanisms is required;
  • Working experience with Protected Areas activities/projects and associated business opportunities and financing mechanisms in Romania;
  • Previous experience (similar assignments) in other EU/East European countries.
