Description

Background

The Sustainable Natural Resources Management Project,(SNRMP) Phase II aims to reinforce sustainable management of natural resources. The project will capitalize on the achievements and capacities built in phase I of SNRMP and enhance them, through implementation of a set of integrated interventions focusing on: (1) enhancement of national and local capacities for sustainable management of natural resources; (2) improvement of women and local community livelihoods through skill enhancement, participation in income-generating activities and small businesses; and (3) enhancement of general public and school children’s awareness on environmental sustainability and protected areas.

 

Duties and Responsibilities

The National Project Manager (NPM) will assist the Environment Protection Authority in the implementation of the jointly agreed work plan. The NPM will be responsible for the day-to-day management of the project and take decisions on behalf of the Project Board within the limits laid down by the Project Board and UNDP rules and regulations. The Project Manager is primarily responsible for ensuring that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost.

The NPM duties will include but not limited to the following:

  • Day to day management of the project and delivery of project results according to the project document
  • Prepare and consolidate annual and quarter work plans, annual and quarter progress reports, quarterly financial reports, issue logs and risk logs and submit them to the UNDP and Project Board.
  • Oversee the preparation of financial reports, budget revisions and other budgetary issues.
  • Ensure consistency of submitted plans with the project outputs and their contribution to the intended outcome.
  • Maintain records of the project deliverables, outputs and activities.
  • Oversee the establishment of the Project Board and ensure organization of its quarterly meetings.
  • Propose appropriate modifications to the scope of work, and accordingly budget revisions of the initial budget plan, to be agreed by the Project Board.
  • Seek consensus over the proposed modifications from all partners e.g. the EPA and UNDP. However, any revisions proposed should not involve significant changes in the immediate objectives, outputs or activities of the programme.
  • Prepare for evaluation and review missions and annual audits.
  • Initiate resources mobilization efforts to support project activities.
  • Perform other duties as deemed necessary.

 

Competencies

  • At least five years working experience in environmental work and management of environmental projects
  • Working experience with UN projects will be an added asset
  • Excellent English language and computer skills
  • Experience in community mobilization and protected areas management
  • Good interpersonal and communication skills
  • Good reporting skills
