Description
Recognizing that the traditional donor support would be insufficient to address global Climate Change challenge, the Kyoto Protocol broke new ground with the introduction of innovative, new financial market mechanisms to leverage private financing for controlling and coping with climate change. Turkey has not ratified the Kyoto Protocol yet and thus cannot benefit from participation in the Kyoto Protocol Flexible mechanisms. Nevertheless, the country has significant GHG emissions reductions potential and could participate efficiently on the flexible mechanisms, especially in VCM. In addition, it is important not to lose the momentum and to formulate country’s position in post-Kyoto negotiations.
As a candidate country for full EU membership, Turkey is striving to be in line with the EU climate change policy.  Climate change is of the highest priority in the environmental agenda of the European Union.
The climate change policies and measures that have resulted from the EU strategies and programmes are covered in the EU legislation by numerous Directives in almost all sectors of the economy.
The overall objective of the project :
Developing the capacity of Turkey to participate efficiently in the international climate change negotiations and to join the flexible mechanisms of Kyoto through better experiencing the voluntary carbon markets.

 

Duties and Responsibilities

Oerall Objective of the Assignment:
The overall objective of the assignment is to provide support for establishment of a system for carbon project selection and development of approval procedures consistent with rules agreed under the Kyoto Protocol. The assignment shall provide proposals for establishing stable and functional domestic voluntary carbon market by taking into account of the availability of further information on the Kyoto Protocol’s project base flexible mechanisms as well as the experience gained from the voluntary carbon asset projects developed in Turkey. The proposal will also consider increased effectiveness of national Voluntary Emission Reduction (VER) projects. The Voluntary Carbon Market (VCM) system and projects shall be developed by taking into account of the criteria Develop in line with the current and foreseen requirements of the UNFCCC Clean Development Mechanism (CDM)/Joint Implementation (JI) projects.
Detailed responsibilities of the nateional expert are as below;
In liaison with the national stakeholders and international key institutions on carbon emission trading:
  • Assess the current situation – survey of current VER projects in Turkey
  • Analyze investment related legislative framework and make suggestions that would facilitate VER implementation process and reduce transaction costs of VER project implementation
  • Identify liability issues regarding to environmental harms
  • Formulate removing domestic legal barriers to VER Projects
Prepare proposals for legal framework providing the legal basis for establishment and transfer of property rights on Certified Emissions Reductions and other carbon market commodities
Prepare proposals on taxation of Certified Emission Reductions and incorporate comments from key stakeholders
  • Provide related inputs for preparation of Code of Good Practice and legal issues guidebook on development of VER projects in Turkey
  • Contribute to the joint work needed for development of formats and templates for Project Idea Note (PINs), Letter of Endorsement, Letter of Approval
Provide support for the simultaneous tasks which require joint effort together with other experts who are in parallel assigned to provide advisory on legislative and trade aspects of national carbon asset projects   as well as proposals for project evaluation procedures
Provide related inputs for preparation of Code of Good Practice and legal issues guidebook on development of VER projects in Turkey.

 

Competencies

  • Advanced university degree (master or Ph.D.) in one of the following : economics, law, finance, policy equivalent
  • Strategic thinking skills
  • Good communication skills in English are essential, ability to communicate in Turkish is a significant strength.
  • Result oriented;
  • Flexible and able to work in a team in an effective manner;
  • Ability to operate common office software.

 

Required Skills and Experience

  • Good level of knowledge on international trade law
  • Good level of understanding national law on energy, trade and environment
  • Knowledge on Voluntary Carbon Markets, Kyoto Protocol’s flexible mechanisms
  • Experience in development of carbon asset and energy project contracts   
  • Experience in development of Emission Reduction Purchase Agreement for carbon projects developed in Turkey would be an asset
  • Up to date knowledge on the current international climate change negotiations in relation to flexible mechanisms would be an asset
