Description

Duties and Responsibilities

1. Responsible for implementing/overseeing the National CDM Strategy, as well as the outputs of Phase II of the Regional CDM Capacity Development Project:

  • Targeted Public and Private Sector Capacity Development Activities.
  • Strengthening the Linkages between CDM and Other Areas of Policy-making.
  • South-South technical exchanges.
  • CDM Project Development.

2. Oversight of the Africa Adaptation Project focusing on quality control of the full cycle of programming from formulation of projects to their implementation. Activities will include:

  • Oversight of 3 project-funded personnel, including one Project Coordinator and 2 Climate Change Economists.
  • Represent UNDP on the project Steering Committee to ensure the proper execution of the project.
  • Review the institutional framework and governance structure of the project.
  • Design and formulation of climate change activities under the project, translating UNDP priorities into local interventions. coordination the implementation of projects with the executing agencies. In particular, to oversee the detailed sectoral studies to understand the socio-economic vulnerability of Mauritius to climate variability. , Future climate variability will be simulated using down-scaling of global climate models, while System Dynamics modeling will be used to investigate climate vulnerability. SD modeling will also be used to carry policy analysis on adaptation.
  • Strategic oversight of planning, budgeting, implementing and monitoring of the project, tracking its use of financial resources in accordance with UNDP rules and regulations.
  • Ensure that aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

3. Support resource mobilization for addressing climate change by focusing on the following results:

  • Creation and coordination of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for possible areas of collaboration and for cost-sharing with donors and other development partners.

4. Responsible for the dissemination of knowledge on climate change mitigation and adaptation through, including among others:

  • Tutorials, seminars and workshops to stakeholders.
  • Outreach activities such as guest lectures at academic/educational institutions.
  • Media communications (press/audio-visual).
  • Scholarly/technical papers.
  • Interactions with the Inter Regional Technical Support Component of the global Africa Adaptation Programme.
  • Sharing of knowledge with counter parties in 5 other countries participating in the Regional CDM Capacity Development Project.

Required Skills and Experience

  • A Masters degree in economics, a relevant natural or social science.
  • A minimum of 5 years of relevant professional work experience in Climate Change Adaptation and Environment. Experience of working with UNDP is desirable but not essential).
  • Extensive project management experience, with skills in facilitation and coordination, and demonstrated ability to work in an independent manner.
  • Hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments (e.g. DNA and key ministries relevant to climate change).
  • Experience of hiring and managing consultants/ project staff is desirable.
  • Knowledge of system dynamics modeling to understand complexity is desirable.
  • Strong knowledge of climate change issues, principally Mitigation and Adaptation measures and the Clean Development Mechanism/Carbon Finance is highly desirable. However, demonstrable in-depth knowledge of carbon-related sectors, such as renewable energy, energy efficiency or forestry, is equally valued. Also, a in-depth understanding of the impacts of climate change in the Republic of Mauritius desirable.
  • Understanding and appreciation of the private sector, particularly with regard to financial valuation and commercial decision-making (benefit-cost analysis, pay-back time, net present value, internal rate of return and related investment concepts).
