Description

The United Nations Development Program (UNDP) is in the implementation of the Project “Nationally Appropriate Mitigation Actions in the energy generation and end use sectors in Sri Lanka” (NAMA) with the financial assistance of Global Environmental Facility (GEF). Sri Lanka Sustainable Energy Authority under the purview of Ministry of Power and Renewable Energy is the Project Implementing organization and project duration is 04 years.

Sri Lanka is highly dependent on fossil fuel to meet its energy needs, and this leads to a heavy reliance on imported fossil fuels and increased GHG emissions. In order to overcome this issue, the National Energy Policy of Sri Lanka seeks to diversify the energy supply mix with renewable energy resources whilst seeking to reduce energy demand through demand side management. The renewable energy resource development plan promotes the use of renewable energy as part of the national strategy to reduce GHG emission through appropriate mitigation actions. The cost-benefits of these low carbon interventions and corresponding GHG savings are not systematically quantified and their benefits remain obscure and done on ad-hoc basis. In order to fill these gaps, the Project is to establish a robust, transparent and functional NAMA framework. Such framework will systematically quantify GHG savings and benefits of the mitigation interventions using a bottom up approach to aggregate from the provincial and sub-sector levels to the national and sectors level. Furthermore, such a transparent framework will open up opportunity to access regional and international climate funding.

The Project will test, verify and demonstrate this NAMA framework with a few selected RE and EE technology applications. The project will also facilitate the market transformation for the adoption of these selected RE and EE technologies. Biogas digesters to households, institutions and small & medium commercial/industrial establishments has been identified as one of the appropriate mitigation action in the energy sector which is to be demonstrated under this NAMA framework. The Project has already completed 60 biogas digesters and more than 40 units are under construction. The target of the project is to disseminate 1000 biogas digesters in five province within the project lifecycle. Thus, the Project seeks a biogas expert’s technical assistance to expedite this on-going biogas programme and achieve the overall mitigation targets.

 

Scope and Objectives

This consultancy contract will provide overall technical expertise in the dissemination of biogas technology in five provinces (North-western, Central, Uva, Southern and Eastern). The consultant will also assist the implementation of biogas pilot projects to test out the application of NAMA framework in the energy sector.

 

 

 

 

 

Duties and Responsibilities

Responsibilities & Deliverables

  1. Advisory role for preparation of specifications/Terms of Reference for small & medium scale biogas digester system implementations, evaluation of applications, and contract management during implementations (expected commitment from the consultant - 7 days);
  2. Provide necessary technical assistance to lead the implementation of biogas digester dissemination programme. This includes expert recommendations on the most suitable biogas technology for a given situation, feedstock, and expertise on technical matters associated with biogas technology applications and assist in digester design & size verification (expected commitment from the consultant - 10 days);
  3. Provide guideline in implementation of Quality Assurance (QA) of the programme (including physical verification of few randomly selected biogas units in each province and submission of reports). Adherence to quality standards for construction of bio digesters should be checked (expected commitment from the consultant -10 days);
  4. Assist in the establishment of provincial level data (energy intensity and GHG emission reduction) gathering mechanism & MRVing process associated with biogas digester programme (expected commitment from the consultant – 3 days).

Note: This total assignment includes approximately 17 days of field travelling to five provinces (Uva, Central, North-western, Southern and Eastern).

 

Timeframe

The envisaged time frame of the consultancy is 30 days within 12 months starting from 1st of May 2017.

Required Skills and Experience

Consultant Profile

Education:

  • Bachelor’s Degree or equivalent in Mechanical / Chemical / Energy engineering, Applied Science, Agriculture, Livestock or Environmental Science;
  • A post-graduate degree (MSc, MPhil, PhD, etc.) in the related field will be an added advantage.

Professional Qualification:

  • Prospective consultant having a professional qualification such as the Charter or Fellowship of Institution of Engineers Sri Lanka or equivalent will be an added advantage.

Experience:

  • Minimum of 10 years work experience in the biogas sector;
  • Should have sound knowledge on biogas technology and good experience in construction of different types of digesters;
  • Experience in national/provincial biogas plans/programmes with state sector, non-state sector and community engagements;
  • Previous consultancy experience in donor funded or NGO projects, biogas in particular, will be an added advantage;
  • Experience in conducting capacity building programmes and similar activities;
  • Should demonstrate the ability to effectively work towards the project’s objective and expected outcomes;
  • Should have strong interpersonal and good communication skills and competence in handling expected work scope’s external relations at all levels;
  • Good computer literacy including Microsoft Office.

 

Languages/ Other:

  • Excellent written and spoken knowledge of English;
  • Fluency in Sinhala and/or Tamil is an additional requirement.

Note: Payments will be based on invoices on achievement of mutually agreed milestones i.e. upon delivery of the services specified in this TOR and certification by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Daily Fee (With/Without Traveling)” financial proposal including his/her consultancy and professional fee, honorarium, any additional HR cost (as required) such as translators and field assistants, communication cost such as telephone/internet usage, printing cost, return travel from his/her based location to the field or Project Management Unit, applicable terminal fees, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant.

 

Payment for Services

Payments will be based on invoices on achievement of the following milestones i.e. upon delivery of the services specified in this TOR and certification by the UNDP:

  1. Preparation of specifications/TORs for small to medium scale biogas digesters of different applicable technologies for calling RFPs and selection of suitable service providers – 15% of total financial proposal value (due date - 30th June 2017);
  2. Provide the expert recommendation on the most suitable biogas technology for a given situation, expertise on technical matters associated with biogas technology applications and assist in digester design verification – Part I – 15% of financial proposal value (due date - 30th August 2017);
  3. Quality assurance of the Biogas implementation programme - 25% of financial proposal value (due date: 30th December 2017)
  4. GHG Inventory and MRVing mechanism for biogas digester programme – 15% of financial proposal value (due date - 30th December 2017);
  5. Assistance for contract management, supervisory role for small to medium scale digester construction - 15% of financial proposal value (due date - 30th March 2017);
  6. Provide the expert recommendation on the most suitable biogas technology for a given situation, expertise on technical matters associated with biogas technology applications and assist in digester design verification – Part II – 15% of financial proposal value (due date - 30th May 2018).
