Description

The rapid growth of the Chilean economy in recent years and the characteristics of its development is putting pressure on the environment causing the energy consumption increases steadily elements that can affect the growth of climate change. That's why the Chilean State has included in its priorities for the development of the country those principles of sustainability such as energy efficiency, a line was taken as a national strategic.

To accompany this process, the United Nations Program for Development in India, undertakes projects in the area of energy and environment, focusing mainly on the inclusion of renewables in their national activities such as street lighting and the rural electrification in some regions of the country. For this it is necessary to conduct several bidding processes that allow the recruitment of companies to enforce the
Works in these areas of interest.

In this context, you need a consultant that will support in the tendering process, procurement and contracting of these companies on projects related to energy and environment that are running.

 

Duties and Responsibilities

The consultant will be responsible for the bidding process conducted by the environmental unit in 2010, still within the following responsibilities:

Designing and formulating the framework and criteria necessary to make bids for projects of energy and environment related to climate change and energy sustainability, according to UNDP procedures.

Analysis and generation of answers and clarifications to the consultation process associated with the bid for the unit environment.

Evaluation of proposals and generating comparative analysis documents that support decision making for the award of tenders

Perform a final report covering the outcome of the tender selection process for projects of energy and environment related to climate change and energy sustainability, according to the procedures established by UNDP.

 

Competencies

The consultant will be employed under special services (SSA), payment shall be made according to assigned work performed. The following are expected allocations:

  • Draft rural energization unconventional renewable energy sources Expected:
  • Preparation of tender documentation
  • Evaluation of the bidding process of hybrid power generation
  • Prepare the final report of the bidding process
  • Project to improve energy efficiency in public lighting Expected:
  • Preparation of tender documentation
  • Evaluation of the tender process and tips for lighting fixtures
    public.
  • Prepare the final report of the bidding process

 

Required Skills and Experience

  • Higher education degree in engineering
  • Specific expertise in the procurement area, specifically in energy and environmental issues.
  • Experience in national and international projects related to the issue of energy sustainability, non-conventional renewable energy and climate change.
  • Experience in design and organization of the bidding process and evaluation of projects in the area of environment and energy.
  • Experience and knowledge of the bidding processes of UNDP.
  • English language proficiency.
