BACKGROUND
The International Union for Conservation of Nature (IUCN-ORMACC) Regional Office for Mexico, Central America and the Caribbean, through its Country Office in Honduras, will be implementing an innovative and exciting USAID-funded project in Honduras, “Honduras Conserving Coastal Ecosystems” (CCE). This project (CCE) will be implemented by the consortium formed by IUCN (consortium leader) and the Foundation for Rural Business Development (FUNDER) and other implementing partners.
The project (CCE) will target at least 10,000 individuals in municipalities near priority coastal wetlands systems covering at least 150,000 hectares of biological significance in two priority landscapes: one along Honduras’ Caribbean coast; and one along Honduras’ Pacific coast.
The project CCE has two main objectives: i) to identify and implement coastal ecosystem management models aimed at improving biophysical conditions in biologically important areas along the Honduran coasts and Bay Islands; and, ii) to support the private sector, local governments and other organized groups to create, promote and influence conditions to expand economic opportunities. Specifically, with the implementation of this Activity (CCE), it is expected to: (i) increase the effectiveness of coastal ecosystem management inside and outside protected areas; (ii) increase political, economic and financial incentives for coastal wetland management; (iii) improve market functioning for sustainable commodities by increasing the trade capacity and productivity of the private sector in selected value chains; iv) increase the effectiveness of economic governance by improving political will, legal and policy frameworks, and the mobilization and management of public financial resources for sustainable commodity production; and, v) Increase the economic inclusion of sustainable commodities by improving access to alternative financing and employment opportunities.
JOB DESCRIPTION
The selected candidate will report to the project director (PD) and will be responsible in the design and implementation of the project's monitoring, evaluation and learning (MEL) plan, in line with IUCN and USAID MEL systems. It is anticipated that this will be a full-time, five-year position, although the eventual hiring depends on the final award of the contract.

RESPONSIBILITIES

The person in charge of this position will be responsible for executing the following tasks: Monitoring, Evaluation and Learning:

• Lead the design and implementation of project monitoring and evaluation activities, including the development of the Monitoring, Evaluation and Learning (MEL) Plan, in close collaboration with the IUCN MEL Regional Coordinator and USAID subject matter specialists.
• Guide the development and follow up on the Project's performance and impact indicators.
• Support project evaluations in compliance with the IUCN Monitoring and Evaluation Policy and standards, including baseline studies, evaluation reports, assessments and other evaluative work as needed.
• Guide the collection, storage and analysis of data and corroborate data quality.
• Facilitate project learning by applying international best practices to enable adaptive management, continuous learning, and support decision making.
• Ensure that MEL activities are aligned with USAID and IUCN evaluation policies and standards.
• Ensure that indicators are measured in the measurement of project performance considering approaches related to gender equity, ethnicity and youth. Strengthen the capacity of staff, counterparts and implementing partners in program monitoring and evaluation, data collection and analysis.
• With support from the Project Director and Deputy Project Director, prepare project technical plans and reports according to critical dates established by USAID (bi-weekly, quarterly and annual).
• Support the project manager in updating project information on the IUCN project portal.
• Perform other duties as assigned in furtherance of the Project's objectives.
• Support and coordinate with the Communication and Outreach Specialist the systematization processes and the dissemination of the project results, highlighting key Project accomplishments.
• Lead and orient the project leadership and technical team in annual work planning and follow-up activities to ensure technical and budgetary planning and monitoring.
• Provide inputs to the regional MEL coordinator as requested, to support institutional MEL Annual Cycle of planning, monitoring, and reporting.
• Assist in compiling and preparing other reports as requested by the Project Manager.
• Prepare other technical reports as requested by the project manager.
• Train staff on issues related to the project's MEL system.
• In coordination with the communication specialist, prepare methodological tools and build staff capacity to develop stories of change in the project's target population

Other tasks
● Participates in meetings of the IUCN Honduras country office staff and in other meetings convened by the regional office.
● Supports in leveraging and mobilising funds to strengthen the project portfolio facilitated by IUCN in Honduras.
● Promotes coordination and collaboration with IUCN members in Honduras and global commissions.
● Support the country representative of the IUCN office in Honduras in the preparation of specific reports or other related matters related to the project and the operational management of the country office.
● Other duties related to their position as assigned by their immediate supervisor.

REQUIREMENTS
  • University studies in business administration, political science, economics, international development, project management or related field.

• At least 3 years of proven work experience in the design and implementation of monitoring and evaluation systems, including equity gender and youth considerations. Proven experience in the design of Monitoring, Evaluation and Learning Plans, according to USAID procedures and methodologies, will be considered an asset.

• Familiarity with monitoring, evaluation and learning policies and procedures of USAID and/or other bilateral and/or multilateral cooperation agencies, preferred.

• Ability to coordinate effectively with other areas of the organization's work.

• Self-initiative and ability to multi-task simultaneously.

• Attention to detail and quality of work.

• Ability to work under pressure and collaboratively with counterparts and other members of the Project.

• Ability to perform research functions and produce high quality written analytical material.

• Oral and written fluency in English is essential.

• This is a position for recruitment in Honduras, open to candidates with Honduran citizenship or with residency and legal permission to work in the country.
