Background

The impact of climate change in Cambodia is expected to be unprecedented and a threat to life, livelihoods and life-supporting systems. There is consensus on the urgent need to adapt to climate change impacts and adopt low carbon development agendas while preparing for the new climate risks already affecting the country. 
 
In 2006, the Royal Government of Cambodia (RGC) established a high-level inter-ministerial National Climate Change Committee (NCCC) to provide climate change (CC) policy guidance and coordination. To date 20 ministries are represented in the NCCC. Acting as the secretariat of the NCCC, the Climate Change Department (CCD) of the Ministry of Environment (MoE) is responsible for the coordination of climate change activities including policy and strategy development, climate change mainstreaming into key sectors, coordination and conduct of assessment and research, mobilization of resources for programming and promotion of education and awareness raising activities in collaboration with relevant stakeholders.
 
In early 2010, the NCCC launched The Cambodia Climate Change Alliance (CCCA), a multi-donor initiative funded by Sida, Danida, EC and UNDP with a comprehensive and innovative approach to address climate change in Cambodia.
 
The overall objective of the CCCA is:
 
To strengthen the capacity of the National Climate Change Committee to fulfill its mandate to address climate change and to enable line ministries and Civil Society Organisations to implement priority climate change actions”. 
 
Further, CCCA aims to achieve the following 5 results:
  • Improved capacity to coordinate national policy making, capacity development, outreach/advocacy efforts, and to monitor the implementation of national climate change strategy, policy and plans;
  • Improved access to updated CC information, knowledge and learning opportunities at all levels;
  • Strengthened capacity within the NCCC to mobilise and to effectively administer climate change funds and to prepare for a nationally owned trust fund;
  • Increased resilience of coastal communities and ecosystems to climate change through adaptation planning, demonstrated targeted local interventions and provision of practical learning experience in adaptation planning to the NCCC/CCD; and 
  • Strengthened capacity in Government agencies and civil society organisations for developing and implementing CC response initiatives in line with agreed national CC priorities, independently or in partnerships, through access to new financial and technical resources.

CCCA embodies a trust fund to channel resources from donors to different projects through an established grants mechanism. The CCCA Trust Fund is currently managed by UNDP in this interim phase. A CCCA Trust Fund Secretariat has been established within MoE to build Government capacity in handling day-to-day Trust Fund operations. 

In late 2011, the CCCA Trust Fund awarded eight new projects as a result of the first Call for Proposals which was run for the most part of 2011. The eight projects comprise of 6 projects to Government institutions and 2 to civil society organisations and these projects are being implemented across the country and sectors. Beside these eight projects, there are two ongoing larger-scale projects funded by CCCA, one on Policy Development and Knowledge Management implemented by CCD of the MoE, and another on Coastal Adaptation implemented by a Danish organisation, DHI. These two projects pose particular challenge to the M & E tasks of the CCCA Trust Fund Secretariat, due to the volume of work, timeframe and multitude of outputs to be produced by these projects as well as their expected policy impacts. 

Further, there is a plan to launch the second Call for Proposals under the CCCA Trust Fund in early 2012 which will result in new projects.

Based on above context, there is an urgent need to enhance the M & E capacity at the CCCA Trust Fund Secretariat which has only recently been staffed by one Government counterpart and one local consultant.

There are six anticipated results of this consultancy:

  • That the CCCA Trust Fund Secretariat conducts M & E of the CCCA Programme based on established systems;
  • That the grantees receiving funds from the CCCA Trust Fund improve their internal M & E systems through provision of ongoing support and tools;
  • That all Trust Fund projects, in particular the two ongoing large-scale ones, produce results in accordance with the workplans;
  • That new grant projects selected from the 2nd Call for Proposals contain high quality logframes and M & E plans;
  • That the Trust Fund Secretariat is able to effectively capture and report on progress made on capacity building, lessons learned and policy impacts from the grant projects; 
  • That the CCCA Trust Fund Secretariat has sufficient capacity to conduct M & E of the whole programme without international support after 12 months.

 

Duties and Responsibilities

Scope of Work:

The M & E Technical Advisor will work to support establishment of the M & E systems under Key Result 3 (Trust Fund Administration) of the CCCA Programme. The incumbent will provide direct capacity building support to the M & E team of the CCCA Trust Fund Secretariat, in close collaboration with the Trust Fund Administrator and the Head of the CCCA Trust Fund Secretariat.

The Advisor is expected to actively interact with the M & E team with a special aim on building the team’s capacity.

It should be stressed that the understanding of the overall goals of CCCA and the context in which it operates would be critical in designing M & E systems and capacities within the CCCA Trust Fund Secretariat. More specifically, the M & E team needs to be developed in a way so that not only they are able to effectively track the detailed progress of each project, but also to be able to assess the qualitative/soft changes and benefits that they are bringing to the other substantive areas of the CCCA Programme, namely policy development and knowledge management.

This consultancy is to be fully based in the CCCA Trust Fund Secretariat of Ministry of Environment in Phnom Penh, Cambodia, over a total of 82 working days from 1 June 2012 to 30 May 2013. All relevant background documentation will be made available in advance in hard and soft copies to minimize the time of research required by the specialist.

Deliverables/Outputs:

  1. A consultancy inception report written containing findings from technical review of existing materials related to M & E including those so far developed by Trust Fund Secretariat (M & E related guidelines, M & E reports, etc.) CCCA Programme Document, CCCA Mid Term Review report, grant project documents and a preliminary M & E capacity assessment of Trust Fund Secretariat. The report should also elaborate on strategies to improve M & E of the two ongoing large-scale projects. Further, the report should also provide a detailed workplan for 12 months consultancy incorporating activities informed by the findings of the technical review and proposed capacity building initiatives informed by the preliminary capacity assessment – by end of June 2012.
  2. Development of M & E tracking tools/systems including the final drafts of M & E guideline (this defines how M & E of CCCA Programme will be conducted by the Trust Fund Secretariat including updating baseline information and how to achieve the targets set in the CCCA logframe) and Grants Implementation Guidelines which have considered technical inputs from the consultant – by end of July 2012.
  3. The national M & E team and grantees have been coached and a set of training materials/presentations delivered at the workshop conducted for shortlisted applicants that have been invited to develop full project proposals. In this workshop, the Consultant and M & E team should provide guidance to the applicants on how to formulate the logframe with clear performance indicators and M & E plans – by end of  July 2012.
  4. A report written describing what improvements have been made on logframes of the ongoing grant projects (from the 1st Call) upon technical review by the consultant/M & E team and upon consultations with relevant grantees. The report should highlight how these will link to the overall achievement of the CCCA objective. The report should attach revised set of logframes – by end of August 2012.
  5. An evidence-based mid-term consultancy report written describing in detail what technical support has been given and what progress was achieved in terms of quality of M & E work by the Trust Fund Secretariat and capacity of the M & E team, against the initial workplan/assessment.
  6. The consultant can propose a revised workplan at this point based on accumulated experience and information. This mid-term report should also describe key findings from the technical review of project proposals submitted under the 2nd Call for Proposals and how technical support given resulted in improvements to the logframes and M & E plan of the final proposals. The report should also be accompanied by complete Capacity Assessment checklists conducted on prospective grantees selected through the 2nd Call for Proposals – by end of December 2012. 
  7. An end-of-consultancy report which summarises the activities and support by the consultant and results gained. The report should provide a new assessment of the capacity of the M & E team, and provide a clear set of recommendations for further strengthening the M&E function of the Trust Fund Secretariat – by end of May 2013.

 

Competencies

  • Excellent writing, and communications skills – verbal and written;
  • Proficient in the use of the internet and PCs, including Microsoft Office and Windows XP;
  • Proven ability to (i) work flexibly and independently with limited supervision in a multicultural team environment and deliver quality results against tight deadlines; (ii) multi-task in an organization transcending across national boundaries;
  • Strong planning, communications, research and analytical skills. Up-to-date knowledge of environment and climate change topics and issues an advantage;
  • Willingness to travel to provinces.

 

Required Skills and Experience

Education:   

  • Master’s Degree or equivalent in development studies, natural resource management, economic development or related disciplines.

Experience: 

  • At least 7 years experience of progressively working in the field of monitoring and evaluation of development projects/programmes especially in the design of M & E systems and capacity building in developing countries. 
  • Proven experience in multi-donor environment and climate change or other multi-sectoral programmes a strong advantage.
  • Proven experience in analyzing and translation baseline information/research into strategic and programmatic recommendations.
  • Experience in conducting capacity assessment and formulating capacity development plan.
  • Experience in coaching and mentoring technical team.
  • Experience in working with government institutions as well as civil society organizations.
  • Work experience in Cambodia in the above-mentioned field.
