The IUCN’s Regional Office for Mexico, Central America and the Caribbean is seeking candidates for Deputy Chief of Party and Governance Specialist for an USAID-funded three year program entitled “Improved Coastal Watersheds and Livelihoods Program (ICWL)” for $3.7 million, to be implemented in the area of the Gulf of Fonseca that is shared between Honduras and El Salvador. The program will be run from Honduras where the IUCN has an office, and the main office of the Programme will be located in San Lorenzo, Honduras, with an operating base in La Unión El Salvador, in close coordination with the IUCN Regional Office’s main center in Costa Rica. The ICWL program will focus its efforts in the Goascoran Lower Watershed and Coastal Zone in the following municipalities: Pasaquina, San Alejo, El Sauce and Concepción de Oriente in El Salvador; and Alianza, Goascoran, Aramecina, and Caridad in Honduras. The watershed’s coastal zone includes two coastal- marine protected areas of focus for ICWL: Bahia de la Union and Bahia de Chismuyo. Within the Goascoran Lower Watershed and Coastal Zone, three biodiversity elements are of special interest to the ICWL: Gulf of Fonseca mangrove forests eco-region, which sustains the region’s fisheries, Central American dry forests eco-region supporting groundwater recharge and high biodiversity endemism, and Gulf of Fonseca fisheries upon which coastal livelihoods depend. The overall objective of ICWL program is by 2019 to improve natural resource management of the Goascoran Lower Watershed and Coastal Zone in order to maximize four outcomes: 1) habitat for biodiversity, 2) water-related ecosystem services, 3) climate change adaptation and mitigation, and 4) economic returns from sustainable production. To implement the ICWL program, the IUCN— will joint efforts to work in close partnership with a Consortium of local and well established organizations: Committee for Defense and Development of Flora and Fauna of the Gulf of Fonseca (CODDEFFAGOLF), Foundation for Rural Enterprise Development (FUNDER), Salvadoran Foundation for Social Promotion and Rural Development (FUNSALPRODESE), and other relevant partners from different sectors (non-profit, public and private sectors). JOB DESCRIPTION
S/he will oversee all monitoring and evaluation (M&E) activities, analyses and assessments, including data collection efforts and the design, and implementation of qualitative and quantitative evaluation methodologies and participatory data collection methods and protocols. The M&E Specialist will be responsible for the reporting and quantifying of direct and indirect program results, monitoring and reporting of pertinent indicators as well as for maintaining a database of M&E data to include milestones and targeted results. S/he will also be responsible for the design, quality development and use or disclosure of data and project information; and will contribute to the systematization of experiences supporting and working closely with the Knowledge Management and Communications Specialist as well as with the rest of project team.
RESPONSABILITIES 1.Design and implementation of M&E system for the overall project 2.Train and orient implementing partners and the Project ‘team in all aspects of M&E 3.Production of all evaluations reports, assessments and population-based surveys. 4.To lead and orient the team in annual work planning and internal progress reviews design and follow up; support the internal and external project evaluations. 5.To guide ICWL partners in setting-up M&E plans and agree on the processes to conduct baseline data surveys or initial stock-taking; 6.To design and implement systematically monitoring data collection, methods and practices, especially for field activities and field studies with a gender sensitive focus. 7.To oversee the monitoring, review and maintenance of USAID Performance Management Plan (PMP), 8.To ensure periodic partner inputs and anticipating issues related to quantifying performance plan targets in order to take timely and appropriate actions to ensure that the program meets its reporting objectives. 9.To support and coordinate with Knowledge Management and Communications Specialist the systematization processes. 10.To support Chief of Party and Knowledge management team as request. 11.To provide timely and in an accurate manner results, achievements milestones and challenges from the analysis of the project monitoring system for decision-making (Chief of Party, Specialized teams and partners) Responsible of the support to external evaluation teams as requested.
