BACKGROUND
The IUCN is a membership Union composed of both government and civil society organisations. IUCN’s mission is to influence, encourage and assist societies throughout the world to conserve the integrity and diversity of nature and to ensure that any use of natural resources is equitable and ecologically sustainable. It harnesses the experience, resources and reach of its more than 1,300 Member organisations and the input of more than 16,000 experts. The IUCN Secretariat has offices located all around the world and is headquartered in Gland, Switzerland.

IUCN and Conservation International are implementing the Inclusive Conservation Initiative (ICI). The Inclusive Conservation Initiative was approved by the GEF Council in December 2019 and the project proposal was endorsed by the GEF in January 2022. ICI goal is to enhance Indigenous Peoples’ and Local Communities’ (IPLCs) efforts to steward land, waters and natural resources to deliver global environmental benefits. ICI will support IPLC-designed and -led activities that protect biodiversity and result in other global environmental benefits. Supervision and technical guidance are provided by Conservation International (CI) and the International Union for the Conservation of Nature (IUCN), serving as joint GEF Implementing Agencies. Both organizations bring their decades of collective experience working with IPLCs, as well as their regional and global expertise, to the implementation of the GEF Inclusive Conservation Initiative.

This project is large and complex, involving ten subproject IPLC Executing Agencies (IPLC EAs) and a wide range of stakeholders, with an ambitious objective that will be transformative. It will require dedicated management and coordination between CI’s Center for Communities and Conservation and IUCN’s Human Rights in Conservation Team through the Project Management Unit, between the PMU and the IPLC EAs. Therefore, CI and IUCN have devoted particular attention to constructing an effective framework for project management, governance, and coordination. Linkages between ICI level and subproject-level M&E systems will be essential, with the latter subject to detailed design during the first six months of project implementation.

ICI will need a monitoring and evaluation conducted to verify effective project execution. Timely, high-quality project reporting is critical for adaptive management, and the ambitious scope and scale of the proposed project will undoubtedly require adaptive management over the course of execution. The Monitoring and Evaluation system is vital for both project governance and for substantive project delivery. The M&E system must serve as an accessible depository for data and information, as well as the products developed using that data and information, while reliably tracking and documenting the evolution and execution of product development processes. These functions combine the needs of project delivery and project oversight and will also generate the material that will inform knowledge-sharing among stakeholders. The M&E system will incorporate (among other considerations) specific gender-related indicators, and will be designed to facilitate aggregation across the subprojects to generate a comprehensive global view of progress and results. M&E expertise housed in the PMU will work with ICI subproject lead organizations to ensure seamless integration of project-level and subproject-level M&E systems.
JOB DESCRIPTION
IUCN M&E Officer bring subject matter expertise in performance, assurance, monitoring, evaluation and learning to IUCN projects, provide technical assistance and coordination to project planning, monitoring, evaluation, and learning. They contribute to identification and monitoring of mitigating measures for environmental and social safeguards and risks.

The M&E Officer will develop and implement direct and indirect program results tracking, through gender-sensitive monitoring, analysis and reporting. They contribute to the implementation of safeguards and mitigation of risks through the monitoring of the Environmental and Social Management Plans (ESMP) and project risk registers.

The officer will be in charge of overseeing all monitoring and evaluation (M&E) activities, analyses and assessments, including data collection. The M&E Specialist will be responsible for the reporting and quantifying of direct and indirect program results, monitoring and reporting of pertinent indicators as well as for maintaining a database of M&E data to include milestones and targeted results. She/he will also be responsible to monitor and evaluate the ESMP over time, to allow for its adaptive management. She/he will also monitor and evaluate the implementation of supportive measures across the ESMP and Subprojects. Collect and analysis information for the M&E for component 1. Additionally, she/he will be responsible for the monitoring the compliance of ICI safeguards system

SPECIFIC DUTIES

Monitoring, Evaluation and learning across the project cycle

•Provide technical assistance on project M&E including monitoring of Global Environmental Benefits (GEBs).

•Provide guidance and support to subprojects on project monitoring/reporting; revise and consolidate reports.

•Develop and maintain a project indicator tracking tool. (ICI GEF indicator tracker tool)

•Contribute and generate technical reports for global component activities and provide technical reviews/inputs to project reporting.

•Generate technical reports and materials as needed for Advisory Committee and other stakeholder meetings.

•Provide technical inputs to mid-year and terminal evaluations.

•To facilitate training on data collections, collect and analyze information for the M&E for component 1 and aggregation across the subprojects; to generate a comprehensive global view of progress and results.

•Project site visits to support the implementation of customized capacity-building plans in 9 Subprojects.

•To incorporate cultural indicators into project results monitoring plan.

•Support the project manager and task manager to maintain accurate project data in the IUCN Programme and Project Portal and project-specific data and monitoring tool(s)

•To perform other duties as may be assigned from time to time.

Safeguards
•Monitor and evaluate the ESMP over time to allow for its adaptive management.

•Monitor and evaluate the implementation of supportive measures across the ESMP and Subprojects.

•Provide technical advice to subproject teams on implementation and monitoring of safeguards Review and compile raw and interpreted biodiversity data.

•Review capacity scorecards for safeguards capacity monitoring.

Gender

•Provide technical advice to subproject teams on implementation and monitoring of gender-responsive sub-project strategies.

•Review and monitor progress in gender components of subproject capacity scorecards.

•Implement a gender-sensitive monitoring, evaluation and learning system for the project to collect, analyse, and synthesize data and information to monitor and assess project performance

Mapping

•Guide/support local subproject teams/local consultants to develop appropriate GEB tracking procedures.

•Provide technical advice to subproject teams on implementation of GEB monitoring and reporting.

•Review tracking tools for GEB monitoring and reporting.

•Produce, in collaboration with subproject partners, statistical analysis, high quality maps, and relevant summary reports.
REQUIREMENTS
  • Bachelor’s degree or higher in environmental studies, biodiversity conservation, natural resource management, planning, management or social sciences, economics, public policy or management engineering, or a related subject matter, business administration, etc.

• Demonstrated experience in results measurement methods and management in conservation, development or other relevant sectors.

• At least 5 years of experience in monitoring, evaluation and learning for projects or programmes in the conservation or development sector

• Proven experience with the implementation of institutional performance and assurance approaches and systems.

• Knowledge of the application of environmental and social safeguards, working experience in this area a plus.

• Demonstrated experience designing, implementing and managing complex, multi-country, multi-partner, multi-cultural (IPLC)l and multi-sectors projects in conservation, development or other relevant sectors in the region.

• Experience with leading bilateral and multilateral donor funded projects is an asset.

• Excellent organization and communication skills with a proven ability to engage across levels of an organization and across geographies.

• Excellent group facilitation skills and experience with application of monitoring and evaluation methodologies

• Ability to deliver analytical reports to facilitate management decision-making.

• Proficiency in data management and analysis, with strong statistical skills highly desirable

• Proficiency with data management software and tools, project management software or tools (e.g. Smartsheet, Kobo toolbox, etc), SQL and other related tools highly desirable.

• Experience with institutional knowledge management and learning is an asset.

• Fluency in English is a requirement as well as proficiency in Spanish, French would be considered as a plus.
