Monitoring and Evaluation Manager

Introduction

The Marine Stewardship Council (MSC) is the world’s leading marine ecolabelling and certification program for wild fisheries. The organization's mission is to reverse the decline in global fish stocks, to deliver quantifiable improvements in marine conservation and thereby help to secure the livelihoods of those involved in the global fishing industry.  The MSC is recognized internationally as a groundbreaking and credible solution to the serious environmental problem of overfishing.

Reporting to the Senior Research and Policy Development Manager, this post is a key strategic position within the Standards Team. You will be responsible for the coordination of all Monitoring Evaluation work across the MSC as a whole, and for research on MSC fisheries and fisheries engaged in the MSC leading to the generation of new indicators of programme activity and effectiveness. Through this work you will contribute to the collective delivery of the vision and mission of the MSC and to the collective management and strategic development of the organisation.

Within the organisation, the work will involve:

  • proactively coordinating and leading the development and maintenance of the M&E systems across the organisation, including;
    • development and implementation of statistically rigorous indicators of programme activity and effectiveness within the M&E system, and which contribute to dashboard generation by all parts of the organisation;
    • development and tracking of indicators of systems efficiency and integrity, and contributing to proposals to improve such systems;
    • Ensuring that the MSC M&E systems are supported with a comprehensive high quality data management system.
  • conducting research, and coordinating other research activities such as student projects and consultancies, which aims to understand the effectiveness of the MSC programme in driving change in fisheries and maintaining the integrity of supply chains and thereby validating and/or as appropriate refining the MSC’s Theory of change.
  • publishing the results of such research, with external and external collaborators as appropriate, in independent peer-reviewed journals and in the MSC publication series.

 This post is critical to ensuring that the credibility and effectiveness of the MSC programme is widely recognised by stakeholders and funders. Key results will include the delivery of the MSC’s fourth overarching objective and associated outputs and contributing to the delivery, as appropriate, of other key organisational objectives.

Skills and Experience Required

Technical

  • Qualifications:  You will have a post-graduate research based degree or equivalent from the natural resource sector and it will be highly desirable that this demonstrates a strong understanding of fisheries management, marine conservation biology or marine environmental management.
  • Experience: The MSC is looking for a highly motivated individual significant proven post-graduate experience that demonstrates the progressive development of your career. You will be highly numerate, preferably with explicit experience with stock assessment techniques and software, the analysis of fisheries and ecosystem data, high level statistical analysis and the generation and use of indicator systems.  A record of publication in peer reviewed journals is expected, as is knowledge of data management systems and protocols. Experience working in developing country fishery settings will be advantageous.
  • Logical thinker: Well-developed analytical and systematic problem solving skills, demonstrating sound reasoning abilities and logical decision-making.
  • Languages: Excellent communications skills are required in spoken and written English.
  • IT: Well-developed computer and IT skills, including the use of standard software packages (Word, Excel, PowerPoint, Outlook and Adobe Acrobat) and specific analytical software including Access, R and other statistical packages. Familiarity with stock assessment software and ecosystem analysis software (such as Ecopath/Ecosim) would be an advantage.

Stakeholder Oriented

You will have a clear understanding of and affinity for stakeholder-engaged processes such as operated by the MSC. The successful candidate will be able to demonstrate experience as noted below.

  • Demonstrate effective experience of working in partnership with stakeholders in resource management, science or policy development, preferably in an international context. This may be from, but not limited to, the fisheries sector, scientific community, the conservation or environmental community.
  • Market-based eco-labelling programmes: You must also have empathy for the role of market-based eco-labelling programmes and be willing to champion such initiatives.
  • Evidence of an ability to successfully manage relationships with colleagues, stakeholders and collaborators, with a people-centred approach to business and work essential.
  • Demonstrated cultural awareness and sensitivity to the diversity of values, views and approaches to issues relevant to the MSC programme by stakeholders around the world.

Management and Organisational Abilities

The successful candidate will be able to:

  • Demonstrate excellence in working within a small team and leading and motivating colleagues to contribute to achieving the overall mission and vision of an organisation.
  • Demonstrate strategic thinking and planning at a team level.
  • Experience in developing budgets and monitoring expenditure.
  • Demonstrate experience in project management, delivery and evaluation.

Communication

The successful candidate will be able to demonstrate excellence in written and spoken English with an ability to communicate successfully with a diverse range of people. This will include an ability to represent the MSC as an ambassador and negotiator in an international arena at the highest levels of business, government, science and the non-profit world. Internally, the role requires communication and relationship building across the MSC at all levels and across all regions and departments.

Personal attributes

The post holder must be intelligent, confident and people centred, able to develop relationships with people at any level of the MSC or external organisations, with people who hold different views and values, who work in academia, scientific organisations, environmental or social NGOs, the commercial sector, the fishing industry and governments.

The post holder must be a strategic thinker, able to grasp complex and intellectually challenging ideas and communicate them to people from diverse backgrounds and cultures. The job will require diplomacy, respect, sensitivity to differences, including languages, and a willingness to listen, learn and treat people with dignity.
