BACKGROUND
This is a local recruitment. Only Sri Lankan nationals, individuals with residence status or the appropriate employment visa for Sri Lanka are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Sri Lanka.

Launched in December 2006, Mangroves for the Future is a multi-agency, multi-country initiative for the long-term conservation and sustainable management of coastal ecosystems. MFF covers countries in South and Southeast Asia and the Western Indian Ocean, with special focus on Bangladesh, Cambodia, India, Indonesia, Maldives, Myanmar, Pakistan, Seychelles, Sri Lanka, Thailand and Viet Nam. The initiative involves collaboration between multiple partners, including government agencies, NGOs and CBOs, research institutes and universities, UN agencies and other multilateral bodies. MFF provides a platform, which brings together the efforts of different countries, sectors and agencies under a common goal.
Now in its third Phase (2014 - 2018), MFF’s outcome objective is strengthening the resilience of the ecosystem dependent coastal communities considering conservation, restoration and sustainable management of coastal ecosystems as key natural infrastructure which supports human well-being and security. MFF Phase 3 has three output objectives covering knowledge-sharing, strengthening empowerment and enhancing governance to help coastal communities to use coastal resources sustainably and build resilience to the growing threats from climate change and natural disasters.
The implementation of MFF’s action plan and overall progress towards achieving its objectives is overseen by a multi-stakeholder body, the Regional Steering Com¬mittee (RSC) co-chaired by IUCN and UNDP, with representatives from MFF’s member country governments, the civil society and MFF's institutional part¬ners.
The mandate for coordinating and oversee¬ing MFF’s in-country activities lies with a National Coordinating Body (NCB) in each member country, and works alongside existing national frameworks for managing coastal areas.
JOB DESCRIPTION
The mandate for coordinating and overseeing MFF’s in-country activities lies with a National Coordinating Body (NCB) in each member country, and works alongside existing national frameworks for managing coastal areas.

MAJOR RESPONSIBILITIES: Coordinate and support the implementation of MFF at the national level to ensure that the MFF Programme operates smoothly and delivers its planned outputs effectively and efficiently. In that context NC will:
• Act as the national focal point for MFF;
• Liaise between the MFF Secretariat and the National Coordinating Body (NCB) for MFF in Sri Lanka and support NCB to carry out its functions related to policy, strategy, monitory learning and evaluation (MLE), and timely reporting;
• Provide technical and value added assistance in MFF operations, projects and partners in Sri Lanka; and
• Develop a strong partnership and information sharing base to ensure the sustainability of MFF.

SPECIFIC DUTIES:

Implementation and Management of MFF Programme strategies
• Together with the Grant Officer implement the complete project cycle related to MFF Small, Medium and Regional projects under the guidance of the MFF Secretariat, NCB and Country Representative.
• Liaise with MFF Secretariat and NCB members constantly to ensure that the Secretariat’s guidance and decisions of the Regional Steering Committee (RSC) is effectively conveyed to the NCB and vice-versa;
• Plan and develop terms of references for the MFF related procurements on good and services including consultants, obtain necessary approvals and identify budgets, and quality assurance of good and services;
• Supporting project proposal development for funding projects under the MFF frame-work and also to raise funds for sustainability; and
• Leverage resources, knowledge and opportunities with IUCN other initiatives and other development partner work to enhance the value addition by MFF.

Support to the MFF Sri Lanka National Coordinating Body (NCB)
• Provide strategic advice to NCB in relation to policy influence and MLE activities;
• Assist NCB in preparing, implementing, monitoring and reporting work related to the annual work-plan for MFF in Sri Lanka and make changes to the National Strategy and Action Plan (NSAP) to suit changing global and local needs;
• Function as point of contact for NCB Members and update NCB on MFF progress at both national and regional levels including the strategic changes;
• Ensure sustained and high motivation among NCB members on their contributions for the MFF Programme;

Leadership for MFF activities
• Demonstrate leadership in advise to NCB in relation to the strategic implementation of the MFF Grant Facilities;
• Coordinate and facilitate MLE activities led by MFF Secretariat in Bangkok, Thailand and NCB.
• Provide leadership in collating, documenting and sharing of lessons within the country as well as global knowledge.

MFF Communication and Partnership Development
• Provide support to expand the MFF partnership and knowledge bases including the communications and knowledge products.
• Frequent and consistent liaison with NCB members, MFF regional staff and other stakeholders.
• Develop and implement communications and partnership promotion strategies and action plans, in consultation with NCB, Country Representative and Programme Coordinator;
• Ensure the delivery of MFF communications products (NCB progress, web-stories, images, e-newsletter, Wiki content, events calendars, etc);
• Ensure that IUCN/MFF Visual Identity and Branding guidelines are adhered to and ensure that MFF partners and donors are appropriately acknowledged on MFF products; and
• Integrate communications effectively into the MFF MLE Framework.

Other duties
• Constantly liaise with other IUCN Sri Lanka project activities and staff to create synergy;
• Ensure harmony, unity and team work within the office and foster the learning culture of IUCN.
• Carry out or facilitate other tasks requested by the Country Representative based on special circumstances.
REQUIREMENTS
  • University Degree related to Natural Resources Management or Project Management. A Post-Graduate in a relevant field of study preferred.

• A minimum 5 years of progressive experience in project management and coordination.

• Excellent written and verbal communication skills is a must

• Exposure to private sector, university and media plus resource mobilization experience will have distinct advantages

• Excellent project management skills and the ability to meet and deliver to deadlines, as well as experience in project financial and resource management.

• Demonstrated skills and experience in fundraising and project development.

• Proven ability to work effectively with diverse multicultural and multidisciplinary teams.

• Proficient in the use of MS Office (Word, Excel and PowerPoint) and other web-based management systems.
