The Center for Clean Air Policy (CCAP) has been working on climate change issues – greenhouse gas mitigation analysis for industrial sectors, policy development, and Reducing Emissions from Deforestation and Forest Degradation (REDD) – in Mexico for more than six years.  We are currently seeking a consultant to be based in Mexico City and serve as our Mexico representative.  The primary responsibilities of this consultant will be to serve as CCAP’s liaison to the government, funders, and other stakeholders in Mexico and to be the main "on-the-ground" implementer of CCAP’s Mexico projects.  CCAP currently has two policy research and development projects in Mexico: one focused on the development of Nationally Appropriate Mitigation Actions (NAMAs) and measurement, reporting and verification (MRV) systems in specific industry sectors, and another focused on REDD.

The candidate will be responsible for:

  • Assisting CCAP staff with data collection, analysis, and policy development;
  • Researching and monitoring the legal, regulatory, and policy situation in Mexico, as it applies to climate change issues;
  • Contributing to, and writing, policy briefs, papers, and reports
  • Arranging and participating in meetings and phone calls with government representatives,  industry officials, and other stakeholders while acting as  a liaison for CCAP;
  • Meeting with forest-related agencies, NGOs, and web specialists to put online a web-based survey on REDD pilot projects and readiness activities in Mexico,
  • Helping to analyze the REDD survey results and draw conclusions from the survey results;
  • Assisting in fundraising for CCAP’s work in Mexico;
  • Translating documents from/to Spanish and English; and
  • Traveling within Mexico to represent CCAP projects, as needed.

QUALIFICATIONS:

  • Familiarity with general climate change mitigation policy options, such as sector-specific strategies, national- or State-level climate plans, and forest carbon issues
  • Ability to learn quickly about specific industry abatement options and techniques
  • General proficiency with forestry, REDD, and/or forest carbon pilot projects
  • Familiarity with the United Nations Framework Convention on Climate Change process and related terminology
  • Adeptness at working with high-level government and industry officials
  • Ability to work remotely and communicate regularly with the Washington-based central office
