Description
The United Nations Development Programme (UNDP) assists the Government to implement a Global Environmental Facility (GEF) 1 mil. USD funded Medium-Sized Project, which aims to create an enabling environment for protected area establishment and management in terms of policy, governance, institutional capacity and management know-how.   The objective of the project is to conserve the country’s biological diversity by strengthening the management effectiveness of country’s protected area (PA) system as prescribed by its Law on Nature Protection.  
 
Within the GEF Project, the Multipurpose Area "Jasen" has been selected as a pilot site for the process of (re)proclamation, in accordance with the criteria of the Law on Nature Protection (Official gazette of RM" no. 67/04; 14/06; 84/07 and 35/10). “Jasen” was established as a Forests Reserve in 1958 by Decision of the Executive Council of the Socialist Republic of Macedonia (part of the former Yugoslav Federation). In 2005, in accordance with the Law on Nature Protection (Official gazette of RM no. 67/04), the Government enacted a decision to establish a Public Enterprise for management and protection of the Multipurpose Area “Jasen”. In accordance with the Law on Nature Protection and the IUCN criteria, “Jasen” is protected area of category VI with the objective to enable utilization of its resources in an environmentally sustainable manner. “Jasen” posse’s valuable natural values (flora, fauna, geo-morphology etc.) and covers a territory of 25.305 ha. (incl. 5134 ha of the Canyon Matka - Monument of Nature). It is an area rich with endemic flora species such as Viola kosaninii and Ramonda nathaliae, which are endemic for the Balkan Peninsula and are tertiary relicts. In regard to the fauna a lot of important species can be found such as predatory birds, Lutra lutra (Otter), Spermophilus citellus karamani (Macedonian Souslik), brown bear (Ursus arctos) etc. There are particular species that can be found in “Jasen” which are protected in accordance with the international conventions and agreements, ratified by the country and the Habitats and Birds Directives of the EU that are currently under transposition into the domestic environmental law. Part of “Jasen” is included in the National Emerald Network of Areas of Special Conservation Interest.
 
Fragmentation and conversion of habitats, the tourism development including the development of related infrastructure (roads, objects etc.), exploitation of mineral resources, and existence of capital hydropower infrastructure represents a challenge for preservation of the natural values of “Jasen”. In response to the above mentioned challenges and in close cooperation with the relevant national authorities, UNDP has contracted a local NGO to complete a baseline assessment of the Multipurpose Area “Jasen” and to prepare a Study for valorisation of the natural values including classification, boundaries and zones of the Multipurpose Area “Jasen”. The baseline assessment has been prepared and is available on the project web site: www.protectedareas.mk . The first draft of the Study for valorisation of the natural values of Jasen will be prepared in participatory manner until mid December 2010 and the Study will be completed until the end of January 2011. The “public hearing” on the Study for valorisation of the natural values of Jasen will be held in the period 20 January – 01 February 2011.  After being prepared, the first and the final draft of the Study will be available on the project web site: www.protectedareas.mk. The first draft of the Management Plan for the Multipurpose Area Jasen will be prepared not later than the end of February 2011.
 
In order to complete the proclamation process the UNDP/GEF and the Ministry of Environment and Physical Planning are seeking a short term International Protected Areas Financing Consultant to prepare the Budget and Financing Strategy for implementing the Management Plan for the Multipurpose Area Jasen.  The consultant will work under guidance of and supervision by the Project Manager.
 
Another International Consultant for Protected Areas Management and Planning which is to be recruited under separate ToR will be tasked to prepare the Management Plan for Multipurpose Area Jasen.
 
OBJECTIVES
The objective of the assignment is development of a Budget and Financing Strategy for Multipurpose Area Jasen which will be incorporated as integral part of the Management Plan for “Jasen”.

 

Duties and Responsibilities

Under the supervision of the Project Manager and in close cooperation with the staff of the Ministry of Environment and Physical Planning (MoEPP)/Administration for Environment/Sector for Nature, and the management of Public Enterprise - PE “Jasen” the consultant will be responsible for the following:

• To review all relevant assessments/studies and the Management Plan for “Jasen”;
• Carry out one (5 days) mission in the country. During the mission that is expected to take place at the end of February/beginning of March 2011 the consultant shell work together with the officials from the Public Enterprise Jasen and discuss the financing possibilities/options for implementation of the Management Plan for the Multipurpose Area Jasen;
• Draft the Budget and the  Financing Strategy for implementing the Management Plan for the Multipurpose Area Jasen.
 
The indicative Budget for implementation of the management plan shall be based on analysis of all programmes and sub-programmes in the Management Plan and the assessment of core operating costs of the managing authority. It shall present the total estimated cost of implementing the management plan over five years as well as the separate costs with regard to the sub-programmes and priority actions as well as with regard to the following categorisation of costs: personnel costs; general administrative costs, investment costs and incentives and support costs. An indicative list of already secured or committed funding shall be summarised. All available sources of funding shall be identified and projection of costs that are to be covered under each identified funding source shall be indicated. Already available funding shall be compared with the management plan budget in order to identify the funding gaps that need to be filled through seeking funding from other sources (including self-generated revenues and income). The total funding gap for all activities and programmes shall be indicated as a figure or percentage (%) of the total required budget. The funding gap per each programme/sub-programme and priority actions shall be indicated as well.
 
The Financing Strategy shall be focused on the broad identification of potential sources of new funds that can fill the funding gaps per each programme/sub-programme and priority actions.  It shall comprise the concrete steps and actions that are required to further scope out and establish these mechanisms for a self-financing and transparent sustainable financial management system for the implementation of the management plan and outline the planning, monitoring, evaluation and adaptive management arrangements with respect to financing.
 
It is anticipated that the Budget and Financing Strategy should include at a minimum the following sections:
1. INTRODUCTION: Aims of the budget and financing strategy for Multipurpose Area Jasen, scope of the budget and financing strategy for Multipurpose Area Jasen;
2. APPROACH: How the budget and financing strategy for Multipurpose Area Jasen was developed;
3. EVALUATION OF THE FINANCIAL STATUS, THREATS AND OPPORTUNITIES: Including permitted sources of funding, financial status, funding received, expenditure patterns, income and revenues earned, financial constraints and financial opportunities in relation to Multipurpose Area Jasen;
4. BUDGET AND FUNDING GAP: Including costs and financing needs for implementing the management plan for Multipurpose Area Jasen, already-secured and committed funding and funding gaps;
5. FINANCING STRATEGY: Including mechanisms, steps and actions to finance the management plan for Multipurpose Area Jasen, including monitoring, evaluation and adaptive management arrangements.
6. Annex: detailed financing tables
 
The other sections of the Management Plan for Multipurpose Area Jasen will be prepared by another International Consultant for Protected Areas Management and Planning which is to be recruited under separate ToR.
 
During the fulfilment of the assignment, the consultant will ensure regular communication with the Project Manager on the progress achieved as well as on any obstacles that might occur.
 
DELIVERABLES
• Mission Report and first draft of the Budget and the Financing Strategy for implementing the Management Plan for the Multipurpose Area Jasen (to be submitted until 10th of March 2011);
• Final draft of the Budget and the Financing Strategy for implementing the Management Plan for the Multipurpose Area Jasen (to be submitted until 20 March 2011).
 
The consultant shall submit the deliverables in electronic format to the Project Manager in accordance with the agreed timelines. 
 
REPORTING
The progress achieved in implementation of the assignment will be closely monitored by the Project Manager and the consultant will report to the Project Manager.
 
DURATION OF ASSIGNMENT
The assignment should be completed in the period from 25 February 2011 to 20 March 2011. The overall duration of the tasks covered by this ToR has been estimated to not exceed 10 days including one field mission, participation on the meetings with the PE Jasen and other relevant stakeholders and related desk-work. 
 
The Study on the valorisation of the natural values of Jasen and the Management Plan will be provided on English. UNDP will translate the key documents developed during the planning process between English and Macedonian including drafts, meeting outputs, comments etc., as well as consecutive translation during the meetings. The feedback of the stakeholders on the first draft of the Budget and the Financing Strategy will be provided in English. UNDP will provide logistics for the meetings of the consultant with the key stakeholders. 
 
PAYMENT SCHEDULE
The payment will be realised in two instalments:
• First instalment: 30 % upon signing of the contract;
• Second instalment: 70 % upon submitting the final draft of the Budget and the Financing Strategy for implementing the Management Plan for the Multipurpose Area Jasen.
 
Three days will be required to review / approve deliverables prior to authorizing payment.

Competencies
Strong analytical, interpersonal and communication skills;

Ability to work in multi-cultural teams/environments is required;
Excellent knowledge of both written and oral English language;

 

Required Skills and Experience

Academic Qualifications
MA in Business or Economics, including modules in Environmental Economics. Higher degree will be considered as an asset.
 
Professional Experience
At least 10 years relevant professional experience in environmental and/or protected area economics, finance and business planning.  Experience in Europe and CIS would be considered as a strong asset.    Knowledge of the normative and institutional framework for financing the nature protection of the country will be considered as an asset. 
 
APPLICATION PROCEDURE
The Consultant is expected to provide the following:

• United Nations Personnel History form (P-11) (CV of the Consultant);
•  Financial offer in US$ on a lump sum base, showing separately the lump sum consultant fee for delivery of pruducts and the lump sum travel related expenses. The UNDP will not cover any additional costs as travel, DSA or any other.
• Reference list of similar work/projects and contact details of the clients.
EVALUATION OF OFFERS
Consultants will be evaluated based on the Cumulative analysis methodology. When using this weighted scoring method, the award of the contract will be made to the consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable (scored at least 70% of technical criteria) and

b) Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
