Description
The United Nations Development Programme (UNDP) assists the Government to implement a Global Environmental Facility (GEF) 1 mil. USD funded Medium-Sized Project, which aims to create an enabling environment for protected area establishment and management in terms of policy, governance, institutional capacity and management know-how.   The objective of the project is to conserve the country’s biological diversity by strengthening the management effectiveness of country’s protected area (PA) system as prescribed by its Law on Nature Protection.  
 
Within the GEF Project, the Multipurpose Area "Jasen" has been selected as a pilot site for the process of (re)proclamation, in accordance with the criteria of the Law on Nature Protection (Official Gazette of RM" no. 67/04; 14/06; 84/07 and 35/10). “Jasen” was established as a Forests Reserve in 1958 by Decision of the Executive Council of the Socialist Republic of Macedonia (part of the former Yugoslav Federation). In 2005, in accordance with the Law on Nature Protection (Official Gazette of RM no. 67/04), the Government enacted a decision to establish a Public Enterprise for management and protection of the Multipurpose Area “Jasen”. In accordance with the Law on Nature Protection and the IUCN criteria, “Jasen” is protected area of category VI with the objective to enable utilization of its resources in an environmentally sustainable manner. “Jasen” posse’s valuable natural values (flora, fauna, geo-morphology etc.) and covers a territory of 25.305 ha. (incl. 5134 ha of the Canyon Matka - Monument of Nature). It is an area rich with endemic flora species such as Viola kosaninii and Ramonda nathaliae, which are endemic for the Balkan Peninsula and are tertiary relicts. In regard to the fauna a lot of important species can be found such as predatory birds, Lutra lutra (Otter), Spermophilus citellus karamani (Macedonian Souslik), brown bear (Ursus arctos) etc. There are particular species that can be found in “Jasen” which are protected in accordance with the international conventions and agreements, ratified by the country and the Habitats and Birds Directives of the EU that are currently under transposition into the domestic environmental law. Part of “Jasen” is included in the National Emerald Network of Areas of Special Conservation Interest.
 
Fragmentation and conversion of habitats, the tourism development including the development of related infrastructure (roads, objects etc.), exploitation of mineral resources, and existence of capital hydropower infrastructure represents a challenge for preservation of the natural values of “Jasen”. In response to the above mentioned challenges and in close cooperation with the relevant national authorities, UNDP has contracted a local NGO to complete a baseline assessment of the Multipurpose Area “Jasen” and to prepare a Study for valorisation of the natural values including classification, boundaries and zones of the Multipurpose Area “Jasen”. The baseline assessment has been prepared and is available on the project web site: www.protectedareas.mk . The first draft of the Study for valorisation of the natural values of Jasen will be prepared in participatory manner until mid December 2010 and the Study will be completed until the end of January 2011. The “public hearing” on the Study for valorisation of the natural values of Jasen will be held in the period 20 January – 01 February 2011.  After being prepared, the first and the final draft of the Study will be available on the project web site: www.protectedareas.mk .
 
In order to complete the proclamation process the UNDP/GEF and the Ministry of Environment and Physical Planning are seeking a short term International Protected Areas Planning and Management Consultant to prepare the Management Plan for the Multipurpose Area Jasen.  The consultant will work under guidance of and supervision by the Project Manager.
 
Another International Consultant for Financing of the Protected Areas will be recruited under separate ToR with a task to prepare the Budget and Financing Strategy for implementing the Management Plan.
 
OBJECTIVES
Objective of the assignment is a Management Plan for Multipurpose Area Jasen to be prepared as planning document where the entity, responsible for the management of the protected area, plans the measures and activities for protection of the natural heritage. Preparation of the Management Plan for Multipurpose Area Jasen is the anticipated result of the services which are to be provided by the consultant.

 

Duties and Responsibilities

Under the supervision of the Project Manager and in close cooperation with the staff of the Ministry of Environment and Physical Planning (MoEPP)/Administration for Environment/Sector for Nature, and the management of Public Enterprise - PE “Jasen” the consultant will be responsible for the following:

• Review the baseline assessment of the Multipurpose Area “Jasen” and the  Study for valorisation of the natural values including classification, boundaries and zones of the Multipurpose Area “Jasen”;
• Cary out two (5 days)  missions in the country.  During the first (5 days) mission that is expected to be held in the period 20 January – 01 February 2011 the consultant shell facilitate the Scoping (pathfinder) workshop as a 2-3 day participatory event in order to determine the direction of management and the needs for management (including stakeholder assessment, values assessment, threat assessment, visits to key locations on the site, discussions with stakeholders and development of options for management and governance); The Scoping (pathfinder) workshop will be merged with the “public hearing” on the Study for valorisation of the natural values of Jasen; During the second (5 days) mission that is expected to be held in mid February 2011 the consultant shall  facilitate the Planning workshop as a 2- day event;
• Based on the assessment/study and the input from the missions, draft the Management Plan for Multipurpose Area Jasen.
 
The Management Plan shall contain the following sections:

A. INTRODUCTION (Including: Title Page; Table of contents; Abbreviations used and Summary of the Plan);
B. DESCRIPTION (As summary of the main elements of the description that appears in the Study for Valorisation of the Multipurpose Area Jasen);
C. EVALUATION (This section should assess the information from the descriptive section. It should include the following subsections: Values of the site; National and international value; Natural Values; Historical and Cultural Values and Social and Economic Values. The evaluation should be derived from evaluation that appears in Study for Valorisation of the Multipurpose Area Jasen. Under this section the key threats and the management effectiveness and capability shall be elaborated by using the threat assessment categorisation and methodology of the World Bank/WWF Management Effectiveness Tracking Tool).
D. STRATEGY (Including: Vision for the site; Boundaries and zones derived from the (Re)Valorisation Study and the Act for Proclamation and the Management Programmes adequate for the category of a Multipurpose Area);
E. OPERATIONAL PLAN (Including for each management programme a set of subprogrammes, each with a clear objective, required actions for achieving the objective, priority of each action, an indicator for each action, implementation timetable for each action and identification of the responsibility and stakeholders to be involved in implementing each action);
F. MANAGEMENT AND GOVERNANCE (This section should be derived from the Valorisation Study and the provisions of the Act of Proclamation and shall describe: (1) the management and governance; (2) the management structure (organisational and staffing structure); (3) the formal mechanisms and procedures for consultation and participation; (4) the procedures for monitoring and reporting on the effectiveness and efficiency of implementing the management plan: (5) the  procedures for amending and updating the management plan and for preparation of a new plan after 10 years; (6) format for preparation of annual work plans and (7) Resource Plan (required human resources, equipment and infrastructure and investment requirements for implementing the plan)
 
The last section G on Finance shall include a Budget and Financing Strategy for implementing the Management Plan and will be prepared by another International Consultant for Financing of the Protected Areas which is to be recruited under separate ToR.

During the fulfilment of the assignment, the consultant will ensure regular communication with the Project Manager on the progress achieved as well as on any obstacles that might occur.
 
DELIVERABLES
 
• First Mission Report ( to be submitted at the end of the first week of February 2011)
• Second Mission Report and first draft of the Management Plan for the Multipurpose Area Jasen (to be submitted in English at the end of February 2011);
• Final draft of the Management Plan for the Multipurpose Area Jasen (to be submitted in English no later than 10 March 2011).
 
The consultant shall submit the deliverables in electronic format to the Project Manager in accordance with the agreed timelines. 
 
REPORTING
The progress achieved in implementation of the assignment will be closely monitored by the Project Manager.
 
DURATION OF ASSIGNMENT
 
The assignment should be completed in the period from 20 January 2011 to 10 March 2011. The overall duration of the tasks covered by this ToR has been estimated to not exceed 20 days including field missions, site visits, facilitation of the two workshops (the Scoping and the Planning Workshop), participation on meetings with the key stakeholders and related desk-work to prepare the Management Plan.
 
UNDP will pay the costs for organisation of the Scoping and the Planning Workshop. The Study on the valorisation of the natural values of Jasen will be provided on English. UNDP will translate the key documents developed during the planning process between English and Macedonian including drafts, workshop outputs, comments etc., as well as simultaneous translation during the workshops and consecutive translation during the meetings. The feedback of the stakeholders on the first draft of the Management Plan will be provided in English. UNDP will provide logistics for the field visits of the consultant to the key locations of the site.
 
PAYMENT SCHEDULE
 
The payment will be realised in three instalments:

• First instalment: 25 % upon signing of the contract;
• Second instalment: 25 % upon submitting the second mission report and the first draft of the Management Plan for the Multipurpose Area Jasen;
• Third instalment: 50 % upon submitting the final draft of the Management Plan for the Multipurpose Area Jasen.
 
Three days will be required to review / approve deliverables prior to authorizing payment.

Competencies
Strong analytical, interpersonal and communication skills;

Ability to work in multi-cultural teams/environments is required;
Excellent knowledge of both written and oral English language;

 

Required Skills and Experience

Academic Qualifications
Post graduate qualification in Environmental Management, Conservation, Biological Sciences and/or Geographical Sciences. Higher degree will be considered as an asset.
 
Professional Experience
At least 10 years of relevant professional experience  in leading the management planning processes for protected areas; Experience  in Europe and CIS would be considered as a strong asset.   Knowledge of the normative and institutional framework for nature protection of the country will be considered as an asset. 
 
APPLICATION PROCEDURE
The Consultant is expected to provide the following:

• United Nations Personnel History form (P-11) (CV of the Consultant);
•  Financial offer in US$ on a lump sum base, showing separately the lump sum consultant fee for delivery of pruducts and the lump sum travel related expenses. The UNDP will not cover any additional costs as travel, DSA or any other.
• Reference list of similar work/projects and contact details of the clients.

EVALUATION OF OFFERS
Consultants will be evaluated based on the Cumulative analysis methodology. When using this weighted scoring method, the award of the contract will be made to the consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable (scored at least 70% of technical criteria) and
b) Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
