The building sector in Romania is dominated by residential buildings that are generally old and have poor thermal performance, with average annual heating requirements of 137-220 kWh/m2. Pilot projects in Romania have shown that it is possible to cost-effectively reduce heating needs by at least 40-50%. Nevertheless, the rehabilitation of these poorly energy-efficient buildings is taking place at a very slow pace. In addition, new construction in poorer households in rural areas is dominated by the use of energy inefficient materials with “Do-It-Yourself” projects resulting in inefficient, sub-standard dwellings which will not meet standards according to the European Performance in Buildings Directive.
Duties and Responsibilities
Under the overall guidance of the UNDP Head of Energy and Environment and of the Task Leader, the Market Research / Sustainable Materials specialist is expected to work together with the Project Implementation Unit within the Ministry of Regional Development and Tourism, the partner municipalities (Craiova, Calafat, Vulcan, Petrosani, Petrila and Calan), and the local coordinators appointed by UNDP in the two targeted counties (Dolj and Hunedoara) to identify potential sustainable materials that can be developed, produced and used locally. The Market Research / Sustainable Materials specialist will also work in close coordination with the Enterprise Development Specialist to devise plans of manufacturing the sustainable construction materials either as part of newly developed enterprises or by integration of the manufacturing processes in similarly profiled, existing enterprises with local presence.

At least 10 years of proven experience in analysis and development of building materials
Proven knowledge of materials certification process in Romania and the EU
Experience in construction for newly built and refurbished buildings using sustainable materials (examples of project(s) from which to result such experience
Language Requirements:
The consultant must be fluent in written and oral communication in English. Knowledge of Romanian will be an asset.
