I.M. Systems Group, Inc. (IMSG) (www.imsg.com) is looking to hire a Marine Program Technician to work at the NOAA Restoration Center’s Montrose Settlements Restoration Program (MSRP) Office located in Long Beach, California. This is a one year project with the possible option of renewal.   The MSRP is a multi-agency effort to manage the work of restoring the injured resources as a result of millions of pounds of DDTs and PCBs that were discharged into ocean waters off the Southern California coast. Almost all of the DDTs originated from the Montrose Chemical Corporation's manufacturing plant in Torrance, California, and were discharged into the Los Angeles County Sanitation Districts' (LACSD) wastewater collection system.  

In 1990, the U.S. government and the state of California filed a lawsuit under the federal Superfund law alleging that a number of defendants were responsible for releasing DDTs, PCBs, and other hazardous substances into the environment. The lawsuit charged that DDTs and PCBs injured natural resources, including fish and wildlife that live in and around coastal waters in Southern California. The final consent decree settling this lawsuit was entered into on March 15, 2001. The natural resource trustees have formed the Montrose Settlements Restoration Program (MSRP) to plan and conduct restoration of injured resources and lost services.  The agencies included NOAA, U.S Fish and Wildlife Service, National Park Service, California Department of Fish and Game, California State Parks and the California State Lands Commission.  

The Program has published a Phase One Restoration Plan in 2005.  Currently team members are implementing the restoration projects identified in the Plan and also drafting a Phase Two Restoration Plan.  The Phase Two Plan will lay out how the remaining restoration funds will be allocated.

Duties:

  • Assist MSRP staff in the completion of Phase Two Restoration Plan
  • Provide support for the successful design and implementation of fish habitat restoration projects identified in the MSRP Restoration Plan
  • Provide technical assistance in the implementation of restoration activities and monitoring of projects
  • Represent MSRP in meetings with Partners such as EPA and others
  • Support MSRP outreach events as needed
  • Support other duties as determined by the Program Manager

Qualifications:

Required:

  • Bachelor’s degree or coursework in fisheries and or biological sciences or related discipline
  • Scuba certification with the American Academy of Underwater Scientists (AAUS) or equivalent scientific diving certification is required
  • Prior experience with fish biology projects, monitoring and habitat restoration
  • Strong ability to work well independently as well as with a team
  • Excellent written and verbal communication skills 

Desired:

  • Experience with natural resources damage assessment process and projects preferred but not required. 
  • Preference may be given to applicants with prior field experience in restoration ecology, including designing surveys, data management, and reporting skills.
  • Additional evaluation may also be based on applicant’s experience in the following areas:  knowledge of Southern California resources and biology, fish ecology and biology and experience with artificial reef creation and monitoring.
