Description

The Marine Environment Manager / Director of Fisheries will be responsible for the management of the SGSSI Marine Protected Area including, as Director of Fisheries, responsibility for managing fisheries within the MPA. The post-holder must ensure that fisheries are managed sustainably and to the highest international standards, whilst maximising revenue.  The Marine Environment Manager / Director of Fisheries will also ensure that fisheries operate in accordance with CCAMLR Conservation Measures and that GSGSSI’s interests are protected at CCAMLR.

Key duties will include:

  • Ensuring the SGSSI MPA is effectively managed in line with the Management Plan.  Reviewing the MPA on a five-yearly basis (next review due 2018).
  • Regularly reviewing the fisheries management policy and legislation to ensure it is fit for purpose.  Developing and maintaining long-term strategies for each of the fisheries.
  • Managing the fisheries management regime, including commissioning appropriate scientific research, developing and annually reviewing licence conditions, reviewing licence applications and awarding licences.
  • Ensuring that fisheries are maintained to the highest standards, including ensuring that the South Georgia Patagonian toothfish fishery retains unconditional MSC certification and that vessels meet appropriate international standards of safety.
  • Attending CCAMLR meetings as part of the UK delegation to ensure GSGSSI interests are properly represented and that GSGSSI fisheries operate within the CCAMLR Conservation Measures.
  • Overseeing catch verification of licensed toothfish vessels to ensure catch limits are not exceeded and that labelling and management of catches achieves the MSC Chain of Custody requirements.
  • Managing external contracts for the provision of marine and fisheries science, fisheries management advice and observers to underpin the sustainable management of the MPA.
  • Liaising with key contractors and stakeholders including the FCO, Byron Marine, fishing industry, MoD, BAS, SAERI, CEFAS, CCAMLR and JNCC.
  • Ensuring a thorough system of surveillance and inspection is in place, including managing fishery patrols and ensuring documents are properly submitted to CCAMLR.
  • Promoting the GSGSSI management of the marine environment through a range of dissemination activities including the GSGSSI website, press releases, scientific papers and attendance at relevant conferences & meetings.

The post will be for three years, starting on September 1st 2015, and will report to the Chief Executive.  Normal working hours will be 0800 to 1630, but some evening and weekend work outside of normal working hours will be required. 

Essential Requirements

  • Experience of managing the marine environment, including fisheries management.
  • Good knowledge and understanding of fisheries science, including at least basic knowledge of stock assessment methods.
  • Understanding the principles of effective management of the marine environment; and demonstrable skills to undertake fisheries management.
  • Able to handle a diverse workload and meet deadlines under pressure.
  • Ability to work as part of a small team.
  • Excellent communication and inter-personal skills.
  • Diplomatic, able to discuss contentious issues with stakeholders and observe confidentiality.
  • Adept at networking.
  • Advanced computer skills including MS Office.
  • Physically fit and able to work remotely / at sea as required. The successful candidate must pass a medical examination.
  • Full driving licence.

Desirable requirements

  • Knowledge / experience of South Georgia and the South Sandwich Islands fisheries.
  • Knowledge of databases and stock assessment methods.
  • Proven track record of managing fisheries.
  • Ability to work at sea (on fishing vessels and the patrol vessel).
