Marine Conservation Programme Manager (Malaga)

The IUCN center for Mediterranean cooperation, based in Málaga Spain, is looking for a Marine Conservation Programme Manager who will be responsible for developing and implementing a programme of work at Mediterranean regional level in collaboration with the Global Marine and Polar Programme (GMPP) to meet the strategic goals defined, in partnership with other organisations. The Programme manager will work in close partnership with IUCN relevant Programmes, Commissions, and members in the Mediterranean region as well as in other regions as necessary. The initial contract will have a duration of 3 years with possibility of extension.

TECHNICAL RESPONSIBILITIES

In pursuing these strategic goals, the Marine Conservation Programme Manager will support the development and financing of regional projects and programmes as well as the expansion of relevant networks. The main tasks will include, but will not be limited to, the following: 

1. Managing the Programme guided by the assessment of biodiversity and natural resources conservation in marine and coastal ecosystems at the regional level;

2. Assessing, promoting and improving the effectiveness of marine and coastal protected areas (MCPA) by implementing IUCN methods and tools, by building of capacity, and by supporting and enhancing the Mediterranean regional networks of marine specialists, researchers, conservationists, and managers ;

3. Guiding and supervising work on knowledge and tools to address adaptation of marine and coastal environments to Climate Change and Climate Change mitigation, and assisting Mediterranean countries in integrating these in their management programs and policies;

4. Developing work on the linkages between marine, coastal and watershed management for tackling issues of integrated management and land-based pollution such as plastic, among others.

5. Developing work on Mediterranean Sea governance, Blue Growth and Marine Spatial Planning in collaboration with the economic sectors.

6. Supporting IUCN programmes (Global, Mediterranean and North African) in the Mediterranean Region through a close collaboration with the International Governance bodies present in the Region as well as through the active participation in appropriate regional and subRegional fora and meetings on matters related to marine and coastal resources management and sustainable use.

7. Follow up and implementation of the Memorandums of Understanding (MoUs) signed with Governmental and Non-Governmental Organizations working the conservation and sustainable use of Mediterranean marine resources and ecosystems.

8. Co-implementing an analysis of key biodiversity areas in the Mediterranean with the IUCN-Med Species and Ecosystem programs;

9. Collect, analyse, maintain and disseminate information products about marine and coastal ecosystem management issues, including MCPAs, relevant projects and activities, in the region;

10. Conducting the above technical responsibilities in full collaboration and cooperation with IUCN Mediterranean Members, with IUCN Commission experts groups, in particular World Commission of Protected Areas (WCPA), Commission on Ecosystem Management (CEM) and World Commission on Environmental Law (WCEL), and with IUCN Global Marine and Polar Programme (GMPP) as well as with other IUCN regional offices.




SPECIFIC DUTIES

The Marine Programme Portfolio should be managed in a way that will ensure the sustainability of the Marine Mediterranean Department and contribute to the overall Mediterranean Programme and North Africa sub-Programme in coordination with Marine conservation work at the global level.

In pursuing the above objectives, the Marine Conservation Programme Manager is responsible for supporting implementation, monitoring performance, and ensuring efficiency, effectiveness and quality outputs and will undertake the following duties:

1. Oversee and manage the timely implementation of funded projects in the portfolio in accordance with the project documents, and lead the development of innovative proposals that address IUCN 2017-2020 programme 

2. Develop and administer annual work plans, budgets, internal agreements, contracts and progress reports as required by collaborating partners, steering committee and donors, and be accountable for portfolio-related expenditures in accordance with IUCN procurement procedures;

3. Provide technical support to project interventions and take the lead in ensuring quality outputs that meet the objectives of project partners and donors;

4. In collaboration with the Director of the Centre, and with the Director of GMPP, fundraise from national and international donors to ensure the sustainability of the programme activities and ensure that the Programme staff costs are recovered from the portfolio of project interventions as appropriate 

5. Develop performance indicators to assess the success of the programme component in meeting its objectives and results.

6. Assist the Centre’s Director in developing and maintaining local, national, regional and global working relationships with key partners and donors.

7. Integrate principles of marine conservation, management and science into government policy and regional conventions

8. Team Coordinator Duties. Overseeing the marine team group including interns; keeping the team updated on work progress to enhance coordination and supporting the group to interact with IUCN Secretarial, Commissions and Partners as well as other conservation initiatives.

Undertaking other tasks at the request of the Centre’s Director to ensure the effective implementation of the IUCN programme.

The gross salary range for this position goes from 50.000 to 55.000 €
