BACKGROUND
Under the guidance of the Head of Office (HoO), Thailand Program, the MCPO will:
- Lead the implementation of the IUCN Thailand’s coastal and marine related projects including ensuring effective planning, delivery, and M&E.
- Provide technical support and assist the HoO developing new project concepts and proposals that are aligned with IUCN Thailand’s programme areas and strategic themes.
JOB DESCRIPTION
SPECIFIC DUTIES:
Project Development and implementation
? Assist the HoO in developing marine and coastal programme, especially the marine protected areas, marine fishery marine plastic, and coastal community engagement strategic priorities for Thailand Programme.
? Ensure effectiveness of project implementation, including financial management, reporting, monitoring and evaluation, coordination with project partners
? Ensure the success of workshops, meeting and training sessions of the projects
? Facilitate meetings and technical discussion among government agencies, different stakeholders on relevant projects;
? In close collaboration with other IUCN Thailand programme members, support the Head of Office with the collation and submission of project monthly reports, financial and technical reports required by the donors
? Ensure project visibility among different stakeholders and government agencies
? Maintain relationships with government, NGOs, local communities and other civil sector partners, as well as with members of the international community.
Project Planning, Monitoring and Reporting
? Ensure the development of good quality strategic and annual plans of the marine and coastal programme
? Assist the HoO on the development and regular monitoring of programme and project work plans.
? Assist the HoO to ensure the effective and timely planning and delivery of project activities as well as integration of other projects to strengthen IUCN's reputation and mission.
? Produce web-stories, newsletters and other communication materials of assigned projects
? Ensure strong links between communications/knowledge management and programme coordination and delivery.
? Contribute to information sharing, lessons learning and documentation of projects and Thailand programme experiences
? Provide support in all proposal process and ensure that the compliance with the policies is adhered
Networking, relationship building and communications:
? Lead in building strong partnership with donors, national and local stakeholders for the marine and coastal projects
? Lead the development of in-house networks of thematic expertise which draw upon both regional and national level;
? Maintain regular contacts with IUCN Members, Commission members and partners and relevant stakeholders related to marine and coastal.
Institutional tasks
? Represent in external and internal IUCN meetings, at national, regional and international levels, as needed.
? Undertake any other tasks as may be assigned by, and mutually agreed with the line manager.
REQUIREMENTS
  • Thai nationality only

• Experience:

? Demonstrated experience in the fields of marine and coastal resources management, marine protected areas, marine fishery management, natural resources governance, and marine plastics, or other relevant sectors.
? Demonstrated experience designing, implementing, and managing complex, multi-partner and multi-sectors projects in conservation, development, or other relevant sectors in Thailand.
? At least 5 years of experience in implementing, monitoring, evaluation and learning for projects or programmes or portfolios in the conservation or development sector.
? Knowledge of the application of environmental and social safeguards, GIS, and working experience in this area is a plus.


• Education:
Bachelor’s degree or higher in environmental studies, marine science, biodiversity conservation, natural resource management, planning, or social sciences, economics, public policy, or a related subject matter.


• Other:
Excellent organisation and communication skills with a proven ability to engage across levels of an organisation and across geographies.
? Group facilitation skills and experience with application of monitoring and evaluation methodologies.
? Excellent ability to collate, analyse and synthesize information to deliver clear reports to facilitate management decision-making.
