Background
The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the
political process to address Climate Change. The Convention secretariat supports the Convention and
its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of
the Parties.
The Sustainable Development Mechanisms (SDM) Programme supports the implementation of the
Kyoto mechanisms, the Clean Development Mechanism (CDM) and Joint implementation (JI). The
Project and Entity Assessment Unit supports the assessment of operational entities, the registration/
determination of CDM and JI projects and the issuance of certified emission reductions.
Responsibilities
Reporting directly to the Coordinator of the Sustainable Development Mechanisms programme, the
Manager, Project and Entity Assessment monitors the work of several teams led by senior professionals
ensuring that substantive work-programmes and programmed activities are carried out to the highest
professional quality standard, coordinates the implementation of existing SDM policies, as well as the
development of revised strategies for reporting to intergovernmental bodies on budget/programme
performance or on programmatic/substantive issues. She/he manages analyses and translates general
organization objectives into concrete strategy and policy proposals and develops plans of action to
effectively implement the proposals to form the basis for the decision-making processes in SDM, the
Secretariat, and Regulatory Bodies. In particular, the incumbent:
1. Provides substantive input to ensure the CDM EB and JISC achieve the mandates and objectives of
their management plans under the Framework Convention on Climate Change.
2. Provides advice on conceptual strategy development and management of the implementation of
overall strategies and intra and inter-divisional/departmental policies and procedures, policy direction
and guidance to the UNFCCC Secretariat, Regulatory Bodies, intergovernmental bodies and
stakeholder officials for ensuring effective immediate and long-term implementation of existing
mandates and policies and high quality, timely technical advice regarding compliance of DOEs/AIEs
and project related submissions with relevant CDM/JI requirements and standards.
3. Leads in the formulation of overall strategy, organization, continuous improvement and management
of activities in the area of accreditation of CDM operational entities, servicing the Accreditation
Panels, and performance monitoring of registration and issuance of CDM projects and
determinations and verifications under the JI, in order to ensure that substantive work programmes
and programmed activities are carried out in a timely manner, diversely coordinating projects within
the sub-programme, the secretariat and with other organizations.
4. Advises on the planning and operational activities of the Secretariat and Regulatory Bodies by
evaluating policy and business developments so as to ensure that future activities, and the
development of appropriate policy instruments, are anticipated; identifies and monitors the
implementation of respective changes to ensure that they meet shifting conditions and mandates.
5. Oversees the design and implementation of strategic planning and monitoring initiatives within SDM
and the coordination of related communications and processes.
6. Manages the resources of the unit, planning and prioritising work, supervising and guiding teams,
and administrative responsibilities.
Requirements
• Advanced university degree in international relations, environmental or natural science, engineering,
business administration, economics. A combination of relevant academic qualifications and
extensive experience may be accepted in lieu of the advanced degree
• At least 10 years relevant experience in a public policy or environmental regulatory setting. Specific
working experience in the area of environmental mechanisms is an asset. At least three years in an
international environment.
• Expert knowledge of environmental mechanisms, regulatory systems and operations, and
experience in management of technical assessment and accreditation processes.
• Fluency in English with excellent drafting skills. Knowledge of another UN language an asset.
