Overall Function:
Over the past decade, the Pacific Oceans Program has led the way in transforming the iconic West Coast groundfish trawl fishery from disaster to conservation success. The Fisheries Policy Manager will be a key member of this dynamic team that blends science, thoughtful advocacy, and effective collaboration with fishermen and regulators to yield powerful on-the-water results. Under the supervision of the Pacific Regional Director, the Manager, Pacific Fisheries Policy will be responsible for developing and executing strategies to continue the success of our work in the Pacific including improving the West Coast groundfish trawl rationalization program, and scoping and developing new fishery engagements. The Manager, Pacific Fisheries Policy will also serve an important role with the US Commercial Fishing Program focusing on cross-cutting issues of national importance. S/he will also be responsible for building and maintaining relationships with fishermen, regulators, legislators, and other parties.
Location:
The ideal location for this role will be in San Francisco, CA, however EDF will be flexible as to location for the right candidate.
Responsibilities:

  • Enhance the durability of the West Coast groundfish trawl rationalization program by facilitating the inclusion and thoughtful development of PFMC trailing amendments such as modification of closed areas, development and establishment of cooperative fishing structures, and electronic monitoring;
  • Work with industry, fishery managers, and other stakeholders to streamline management costs and remove unnecessary regulatory artifacts of trip limit management from the Groundfish Fishery Management Plan;
  • Promote the development and use of excluder gear and other innovative fishing technology and practices to avoid unintended catch of constraining species and minimize bottom impacts;
  • Work to raise the profile of sustainably caught West Coast groundfish with chefs and retailers;
  • Scope and develop new fishery engagements;
  • Engage in legislative education and outreach efforts when required;
  • Partner with the Pacific Regional Director to coordinate projects in the region; and
  • Work with the US Commercial Program to enhance the uptake and spread of catch shares.


Requirements:

  • Graduate degree or equivalent professional experience in science, policy, economics, or law, in areas related to environmental or marine resources policy, aquatic sciences, environmental sciences or related fields strongly preferred.
  • Minimum of five years of related advocacy work experience.
  • Strong understanding of state and federal policy making and political processes.
  • Understanding of business, environmental, financial, scientific and other issues related to creating and maintaining sustainable fisheries.
  • Demonstrable people and project management skills.
