Background
The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the
political process to address Climate Change. The Convention secretariat supports the Convention and
its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of
the Parties.
The Sustainable Development Mechanisms (SDM) Programme supports the implementation of the
Kyoto mechanisms, the Clean Development Mechanism (CDM) and Joint implementation (JI). The
Organization and Stakeholder Development unit provides reference and technical support to the
stakeholders and the programme.
Responsibilities
Reporting directly to the Director of the Sustainable Development Mechanisms programme, the
Manager, Organization and Stakeholder Development directs the consultative process on assessing the
suitability of existing requirements and optimises the means of interaction with stakeholders, manages
strategic partnerships of the Nairobi framework and other capacity-building initiatives. She/he manages
responses within meetings to proposals and counter-proposals from members of the CDM Executive
Board (EB) and Joint Implementation Supervisory Committee (JISC). In particular, the incumbent:
1. Provides policy direction and guidance with regard to opportunities to manage and engage entities of
the Kyoto Protocol (CDM EB, JISC and other external stakeholders including AIEs and DOEs) to
collaborate on the implementation and improvement of CDM and JI processes;
2. Engages and supports external stakeholders to optimise their understanding of applicable guidelines
and requirements, as well as enhancement of the quality of their submissions by coordinating
reference and technical support; monitors the evaluation and analyses of both stakeholder requests
for deviations from approved standards, and inputs to potential improvements in project
documentation;
3. Advises the Coordinator and Director on the direction and required expertise needed for the
implementation of regional distribution of CDM project mechanisms and capacity-building
partnerships by coordinating and overseeing related activities of inter-agency and stakeholder
involvement;
4. Strengthens programme-level technical requirements, in collaboration with IT Services (ITS), to
develop and maintain functional and other system specifications for new technologies, tools, and
methods relevant to the work of SDM; responsible for the design of strategic planning and
performance measurement initiatives within SDM, allowing for the development of objectives and the
identification of quantifiable performance indicators;
5. Manages the resources of the unit, planning and prioritising work, supervising and guiding teams,
and administrative responsibilities.    
Requirements
• Advanced university degree in international relations, environmental science, business
administration, economics or public policy. A combination of relevant academic qualifications and
extensive experience may be accepted in lieu of the advanced degree.
• At least 10 years relevant experience in operations of environmental regulatory systems. At least
three years in an international environment.
• Expert knowledge of the operations of the project based mechanisms, regulatory design and
operations, and/or experience with external stakeholder consultations.
• Fluency in English with excellent drafting skills. Knowledge of another UN language an asset.
