Specific Minimum Qualifications and Expertise
Essential:
- Demonstrable evidence in setting up or restructuring and improving administration, compliance and/or fraud prevention activities in a legislative environment
- Strong track record of delivery of against challenging deadlines, leading on one or more deliverables as part of a project team
- Ability to prioritise and manage workload
- Excellent communication skills
- Degree or equivalent professional qualification(s)
Desirable:
- Sound knowledge of the Government’s climate change programme and future policy objectives
- Sound knowledge of regulatory aspects for the gas and electricity markets
Purpose
- To contribute to Ofgem’s work on developing and setting up Ofgem’s administration and compliance activities for new government environmental and social programmes (or for major changes to existing programmes). This may include programmes such as the Renewable Heat Incentive, Energy Company Obligation or Feed-in Tariff scheme. This work will include putting in place appropriate systems, processes and documents required for the operation of the programmes.
- To work with government so that the policy and legislation governing the new programmes is practical and efficient and meets Ofgem’s needs for operating the new programmes.
- To liaise with stakeholders about the proposals for the administration / compliance for the programmes.
- There is the possibility that this role could form part of the operational team for one of the new programmes, and therefore manage part of the operations for the new programme once launched. Alternatively it may contribute to the development of other new programmes.
Key Outputs and Deliverables
The position will play an important role in the development of one or more of the new programmes. For each programme(s) you will undertake one or more of the following activities:
- Liaise with relevant departments on the policy proposals for the new programmes and on the drafting of the legislation that will govern the new programmes to ensure policy is practical and efficient and that legislation can be effectively administered,
- Conduct cost/benefit and risk assessments of options for the administration and compliance activities for the new programmes
- Work on delivery of some or all of a feasibility study recommending how these activities be set up, detailing risk assessments, resource requirements, governance structures and project plans for their setup and ongoing operation
- To design activities so that they can be implemented and operated efficiently and effectively
- To deliver comprehensive and easy to read external guidance documents which explain how external parties can access the programmes and what they need to do to comply with their obligations. To conduct external consultation on draft guidance documents and address responses to the consultations
- To deliver an operational business plan and standard operating procedures to explain how new operational staff carry out the administrative and compliance activities (in accordance with legislative and management requirements)
- To deliver a fraud prevention strategy and fraud prevention and detection measures for each new programme which adequately mitigate fraud risks and is endorsed by internal auditors and the Audit Committee
- To contribute to and comment on the appropriate sections of Ofgem’s responses to DECC’s consultations
- To liaise with industry and ensure that the appropriate systems are put in place to allow external parties to interact with the programmes
- To provide clear instructions to IT liaison staff and Business Analysts on how IT systems should be developed for the administration of the programmes, based on the business requirements and the final drafting of the legislation
The position may then be responsible for managing part of the operational activities for a programme once launched, including meeting appropriate operational KPIs.
Key Stakeholder Relationships
External:
- DECC, HMT, HMRC, Scottish Government, DETI (Northern Ireland)
- Industry participants – electricity suppliers, electricity generators, operators of low carbon technologies, consumer groups, trade associations, Elexon, Gemserv, Carbon Trust, Energy Saving Trust
Internal:
- Legal on the drafting of the statutory instrument, guidance documents and other key documents
- Environmental policy, and other divisions where relevant, on the design of the different programmes
- IT on the design of the IT systems (where relevant)
- Finance staff to manage the budget
- Internal auditors and Risk staff for risk reviews and audits of new programmes
- Licensing and Enforcement team on design of our activities (where new programmes become licence conditions)
- Environmental Project Board for endorsement of key documents and delivery approach and for resolution of major issues
- Environmental Programmes team as the end operator of most new programmes
Key Accountabilities
- To lead on the delivery of one or more deliverables listed above for one or more programme, and to contribute to the delivery of others as required
- To deliver these deliverables to time, cost and quality
- The position may manage up to 2 staff
