Oceans Program

The Oceans Program works to find constructive solutions to the most critical problems threatening the world's marine environments. At the national, regional, and international levels, our team of scientists, attorneys and economists are working with fishermen to establish fair and sensible limits on their catch that will allow fisheries to recover. EDF’s Oceans Program works to improve the health of the oceans via innovative and durable solutions to today’s toughest fishery management challenges. Our Oceans Program has focused on fisheries in the waters of the United States, Mexico and the Caribbean and Europe and is beginning to implement its strategy to influence fisheries reform globally to ensure more fish in the water, more food on the plate, and more prosperous communities.

Overall Function
The Manager reports to the Senior Director, Cuba Oceans Program and works closely with the Manager, Cuba Oceans Program, Program Associate, Cuba Oceans Program and supporting technical experts in the Fishery Solutions Center.
 
S/he leads a team of EDF staff, partner scientists, outside experts and stakeholders in the development and implementation of conservation projects in Cuba. The Manager is one of EDF’s principal representatives for on-the-ground program work in Cuba and, as such, is responsible for developing and maintaining relationships with senior government officials, agency directors, and other decision makers in the country. S/he is also lead expert and strategist for working with scientists, fishermen and government officials to secure participation in providing data and utilizing results of bio-economic models for sustainable fishing and coastal sustainability in Cuba. Therefore, s/he must have command of the concepts and principles of sustainable fisheries, spatial management, rights-based fisheries management, resource economics, and related topics.

S/he leads work with partner institutions in Cuba to coordinate and advance identified projects and activities, develops work plans, plays a major role in budget planning and grant writing, manages EDF staff and partners’ contributions and deliverables to science and management projects, and tracks and analyzes information and data on fisheries, economics and related issues. S/he manages relationships with science and policy leaders to support the country’s development of sustainable fishing and conservation initiatives and has the skills needed to unite multiple sectors under a common vision.

The Manager will be called upon to communicate with and make informal and formal presentations to a wide range of audiences, including fishermen, scientists and other resource professionals, government officials, policy makers, funders, and others. This requires not only an ability to communicate highly technical information effectively, but also an ability to communicate clearly and effectively in a challenging and politically sensitive environment. Strong English and Spanish language skills are required.

Key Responsibilities:

  • Manage a team of partners and consultants in developing and implementing a series of science and policy projects aimed at achieving program goals. Plan tasks and deliverables and ensure data collection and analysis is coordinated, high quality data and information are available and used consistently to support sustainable fisheries management.
  • Ensure that objectives and strategies support and further the Global Oceans Strategy and Blueprint 2020.
  • Demonstrable ability to work independently, with minimal guidance, to lead interdisciplinary teams of scientists and other professionals; design and implement strategies, tactics and activities that result in achieving program goals and objectives
  • Initiate and manage the team contributing to and developing the bio-economic analysis.
  • Advance EDF’s goals by working with policy leaders.
  • Engage the media to effectively advance EDF goals and communicate project results to a broad array of audiences.
  • Lead communication with partners and partner institutions in Cuba to foster excellent relationships and ensure on-going collaboration.
  • Work with partners to design surveys, collect, manage, and analyze fishery management and conservation data and information (e.g., scientific, socio-economic, policy, etc.) that advise development of policy and conservation strategies.
  • Develop annual work plan and timeline for the projects, subject to the review and approval of the senior director. Develop individual project work plans for consultants and partners and oversee their implementation.
  • Work with senior director and operations staff to develop annual budgets and manage program expenditures.
  • Write grant proposals and reports and prepare other materials to showcase the program’s work to funders and wider audiences.


Qualifications:

  • Master’s Degree or equivalent in science, policy, economics, or law.
  • Minimum 6years of relevant prior work experience.
  • Spanish and English fluency (written and oral) required.
  • Demonstrated excellent written and oral communication skills.
  • Experience writing grants and a successful track record of funding.
  • Demonstrated ability to work effectively and collaboratively with internal and external scientists, economists, government officials and other partners.
  • Understanding of business, environmental, financial, scientific and other issues related to creating and maintaining sustainable resources/fisheries.
  • Demonstrable people and project management skills.
  • Excellent research, analytical, and writing skills required in order to gather and summarize data for reports, contribute to policy papers and outreach materials, and prioritize work.
  • A self-starter with the ability to think strategically and the initiative to work in a small regional office while effectively functioning as part of a larger program team.
  • Ability to travel extensively in the U.S. and Cuba and other destinations.
  • Understanding, appreciation and demonstrated cultural sensitivity of Cuban political issues.
  • Attention to detail and strong organizational skills.
  • Passion for environmental issues.


Location:
Raleigh, NC or Austin, TX preferred locations, but candidates in other EDF office locations will be considered.
