Division Overview

 

The Climate Change team provides direction and leadership in the development and implementation of the provincial vision, strategy, regulatory frameworks and programs that enables Nova Scotia to exercise responsible, long-term stewardship of its environment, and effective and efficient reduction of greenhouse gas (GHG) emissions.

Duties

 

The Manager of Programs and Policy leads the Climate Change team in the development, implementation and evaluation of policies, programs and regulations with the objective to reduce GHG emissions in the province. They co-ordinate and oversee the work of the Climate Change team and assist in the management the financial sustainability of the division.

 

Other responsibilities include:

  • implementation and effective operation of a complex carbon pricing program;
  • stakeholder engagement, policy analysis and research, development of legislative and regulatory tools and providing advice/recommendations to senior leaders;
  • collaborating with officials from across departments and governments on the design and implementation of climate change mitigation programs and policies;
  • developing and leading interdepartmental, divisional and regional team projects and representing the Province/Department on committees and at regional, national and international meetings. 

 

The Manager must remain current with broadly based scientific knowledge on GHG emissions, sources and best practices in carbon pricing, and other GHG mitigation policies/approaches. They are required to incorporate new knowledge and best practices in the Nova Scotia policy context.

Qualifications

 

A Bachelor’s Degree in Environmental Sciences, Economics, Business or other relevant post-secondary concentration plus several years related experience or an acceptable equivalent combination of training and experience is required.

 

Demonstrated experience in the following fields is required:

  • field of carbon pricing and climate change policy;
  • leading teams through complex regulatory policy development related to carbon pricing and/or climate change policy;
  • research, planning, project management, critical thinking and analysis;
  • effectively engaging and building alliances with stakeholders who hold disparate views on contentious issues.

 

Expert knowledge of current key climate change policies, programs and plans as well as a strong understanding of how they may affect stakeholder groups is required. An understanding of climate science, GHG accounting and MRV, industrial processes and climate policy is also required.

 

The ability to apply theory and best practice in order to identify creative, practical and defensible approaches to overcome challenges is an asset as is the ability to recognize and articulate appropriate approaches to policy issues. 

 

Experience building, empowering and leading multi-disciplinary, interdepartmental and/or interdivisional problem-solving teams is required.  Excellent verbal and written communication and persuasion skills are required. The willingness and ability to share data, ideas and experiences with colleagues that may assist with policy planning or partnership building is a strong asset, as is the ability and desire to forge strong relationships of trust and collaboration across all levels of government and all sectors.

Pay Grade:  EC 12  

 

Salary Range:  $2,874.00 - $3,593.00 Bi-Weekly
