BACKGROUND
Balochistan Programme Office is responsible for follow up actions on facilitating BCS/BPSD and implementation of the different projects. Besides capacity building, policy and advocacy work, undertake interventions on Integrated Development Vision in different districts of Balochistan Province and Integrated Water Resource Management projects, Integrated Coastal Zone Management, along Balochistan Coast.

Balochistan Programme Office has close linkages with different government offices, civil society organizations and other stakeholders.
JOB DESCRIPTION
As Manager-Balochistan Programme Office:
1.Promote the interests of the IUCN through building up of strong linkages and cordial relationships with the Government at all levels, NGOs, local government institutions, educational and research institutions, other projects, donors and IUCN members and partners working in Balochistan;
2.Represent IUCN Pakistan at various meetings and events as and when required;
3.Ensure organisational coherence between the various components of IUCNP programme in Balochistan and with the rest of the organization;
4.Provide administrative oversight to the office, including to all IUCN initiatives in Balochistan;
5.Facilitate exchange of information and support within the organization;
6.Ensure implementation of HR systems according to IUCN policies and procedures, and facilitate professional development of staff;
8. Ensure that systems in the office run smoothly, and according to standard IUCN policies and procedures;
9.Supervise financial and administrative systems in the office and maintain its integrity;
10.Develop and maintain a dynamic and enabling culture and spirit;
11.Carry out effective political management of IUCN Pakistan’s relationship with members and partners in Balochistan;
12.Ensure efficient functioning of all IUCNP communication systems in Balochistan;
13.Keep close liaison with other IUCNP Offices.

As Programme Manager-BPSD:
1.Provide programmatic leadership and management resulting in efficient and cost effective implementation of the BPSD programme;
2.Ensure internal coherence and synergy between BPSD and the rest of the organisation;
3.Promote and ensure programmatic synergies between the BPSD and other initiatives of IUCN, in Pakistan and in Asia (particularly with the MFF);
4.Facilitate exchange of information & support between BPSD and the rest of IUCN in Pakistan and Asia;
5.Ensure the implementation of the policy and institutional strengthening component of the BPSD programme so as to influence policy making institutions and processes to mainstream environment into development processes;
6.Build up strong linkages and cordial relationships with the government at all levels, NGOs, local government institutions, educational and research institutions, other projects, donors and IUCN members and partners working in Balochistan;
7.Ensure preparation of workplans, progress and financial reports for BPSD according to requirements of donor, IUCNP/ARO and HQ;
8.Provide technical input into the IUCNP’s programmes in the relevant areas of experience and expertise;
9.Ensure that systems in the BPSD run smoothly, and according to standard IUCN policies and procedures;
10.Provide ideas and inputs for further programme development.

Any other tasks that may be assigned by the Supervisor.
REQUIREMENTS
  • A Masters degree preferably in environmental sciences, resource management, sustainable development, or similar field;

• At least 10 years of progressive experience in senior management roles within similar organisations;

• A proven track record of managing adaptive organizations and handling complex operations and diverse teams with a special focus on strategic programme planning and project development;

• Excellent managerial, analytical, interpersonal, negotiating and team building skills;

• Ability to lead and manage a team of professionals in varied fields related with the Programme;

• Experience of working with government, communities and the private sector preferably in Balochistan

• Strong interpersonal, communication, negotiation and conflict resolution skills; ability to network with multiple stakeholders; strong cultural awareness and sensitivity to gender issues;

• Knowledge and experience with donor funded programmes and projects;

• Fluency in written and spoken English and Urdu, computer literacy and willingness to travel frequently.
