The Oceans Program works to find constructive solutions to the most critical problems threatening the world's marine environments. At the national, regional, and international levels, our team of scientists, attorneys and economists are working with fishermen to establish fair and sensible limits on their catch that will allow fisheries to recover. EDF’s Oceans Program works to improve the health of the oceans via innovative and durable solutions to today’s toughest fishery management challenges. Our Oceans Program has focused on fisheries in the waters of the United States, Mexico and the Caribbean and Europe and is beginning to implement its strategy to influence fisheries reform globally to ensure more fish in the water, more food on the plate, and more prosperous communities.

Overall Function

The Manager will work within the Oceans Program Operations Team, reporting to the Managing Director, but with strong dotted-line relationships to the country leads for the Asia-Pacific projects. S/he will be a leader in establishing and implementing appropriate planning, accountability and adaptive management systems, maintaining effectiveness, and ensuring focus on key milestones and deliverables. While directly contributing to the overall goals and products of the Asia-Pacific projects, the Manager also leads a team of operations staff who will have primary responsibility for day-to-day implementation of core financial and operational systems for their projects and providing operational support for key project activities such as strategic meetings and workshops. The Manager will play a leadership role within the Oceans Program Operations team, helping to identify opportunities across the program to streamline procedures, share best practices and strengthen systems. The Manager is expected to interface with other EDF teams including Finance, IT and Development to ensure collaboration and smooth functioning across our units. 

Key Responsibilities:

Ensure that the Asia-Pacific country team’s various program goals and milestones are achieved by:

  • Directly, and via the operations staff on the Asia-Pacific team, working with project leads to implement tracking tools and documents for individual and group projects to foster project flow and efficiency
  • Monitoring progress of projects to ensure grant and program milestones are met
  • Participating in strategic planning of team objectives and ensuring projects have robust strategy templates and plans using Oceans program formats
  • Working with staff to develop consultant contract deliverables, recruit consultants and track progress toward meeting those deliverables. Identify potential issues, communicate with country leads to propose solutions. Act as a liaison within the team and with consultants to ensure consistent, high-quality service.

Budget and grant management including but not limited to:

  • Working with Asia-Pacific leadership and operations staff to prepare annual team budgets
  • Analyzing budgets frequently, and overseeing the tracking of expenses against budgets, and forecasting
  • Identifying and communicating important budget issues and proposing solutions
  • Working with program management, program staff, finance staff and development staff to develop new project budget proposals.
  • Preparing grant financial reports for funders; identify variances and issues in grant-level budget management, and advise program managers and project staff on solutions.
  • Participating in the development of narrative grant reports and proposals including drafting updates against grant deliverables and outcomes.


Manage and oversee a team of operations staff to:

  • Efficiently process expense reports, AMEX reimbursements and invoices, set up new vendors, and handle other financial administration matters
  • Provide assistance to the US leadership and manage on-site team activities.
  • Administer contracts for consultants, including assistance in writing and signing contracts, working with Finance department and accounting firm to ensure payments of contracts, and ensuring the obligations of contracts are fulfilled.
  • Administer Pass-through grants to partners, including assistance in writing and signing contracts, working with Finance department and accounting firm to ensure payments of contracts, and ensuring the obligations of contracts are fulfilled.
  • Implement local processes for departmental contract processing, review and coding of expense items, and other organizational and program-specific financial and operational processes.
  • Ensure Asia-Pacific operations staff use best practices, prioritize well and maintain a balanced workload.

Other Responsibilities:

  • Train new and existing Asia-Pacific team members in standard operating procedures including quarterly work plan development, invoice submission and other program operations activities.
  • Work with the Managing Director on the development and implementation of operational plans for new geographies in Asia, including legal, employment, financial and other needs.
  • For approximately 20% time, work with other Oceans Program Operations Team members on cross-programmatic activities, including the development of new project management tools, roll out of updated procedures, planning of program-wide events and other similar activities.

Qualifications:

  • At least six years program or related experience, or advanced degree with at least 4 years of direct experience.
  • Experience in field operations and project management and exceptional personal organization and attention to detail;
  • Experience working in China, Japan or elsewhere in Asia, or with a company/ organization with overseas operations in one of these countries a strong plus.
  • Experience with budgeting, accounting and/or bookkeeping required.
  • Excellent interpersonal skills and ability to interface well with all programs/departments in the organization and to represent the team in a highly professional manner.
  • Excellent written and oral communication skills.
  • Research, analytical, and writing skills required in order to gather and summarize data for reports, find solutions to various problems, and prioritize work.
  • An ability to work on multiple projects concurrently while meeting deadlines, both independently and as a member of small teams in a dynamic and creative environment;
  • Ability to work in a team setting and also to work independently with minimal supervision.
  • Position requires demonstrated poise, tact, and diplomacy. Must be comfortable handling confidential and sensitive information.
  • Demonstrated initiative and problem solving skills.
  • Highly proficient in MS Word, Excel, PowerPoint and other software applications.
  • Flexibility in working with team members across multiple countries and time zones.
  • Willingness to travel, including internationally, up to 20% time
