Description

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 20 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Programme – Climate Change and Environmental Sustainability Programme (CCES) was established to support SPC in strengthening and streamlining its climate change initiatives by consolidating the existing climate change work of SPC under strategic and technical management. In addition, CCES provides leadership in SPC’s climate change and environmental sustainability actions, coordinates and liaises with regional and international partners coherently for the organisation, and enhances mainstreaming of the issue within its divisional development work.

The role – Manager – Climate Change will support the Director CCES in coordinating the implementation of the Climate Change Framework. The Manager will support coordination efforts with regional partners, mainstream climate change within SPC divisions, and oversee specific CCES projects.

The key responsibilities of the role include:

Climate change partnering – collaboration and coordination with other regional and international organisations on issues of climate change. Maintain strong linkages and relations with other Council of Regional Organisations in the Pacific (CROP) agencies, donors and funding partners to ensure a coordinated response to climate change needs in the Pacific region. 

Programme management and technical oversight – oversight of specific CCES projects, including project coordination for the Federated States of Micronesia Green Climate Fund Readiness Programme, project delivery and management for the SPC component of the Global Climate Change Alliance Intra-African Caribbean and Pacific Group of States Programme (GCCA+ Intra-ACP) and support to the Pacific Nationally Determined Contributions Hub Coordination Group. Resolve operational and technical problems and collaboration issues with project partners. Provide team leadership, engagement and operational guidance to contribute to the effective delivery of projects within CCES. 

Mainstreaming climate change – develop guidance tools such as communities of practice, participatory workshops, learning events, and templates, to enhance the sharing of knowledge and skills and the mainstreaming of climate change across SPC divisions. Propose relevant sector-specific mitigation and adaptation solutions to support the needs of member countries.

Key selection criteria

Qualifications

• A master’s degree in a relevant field such as climate change, development, policy, economics, or environmental management

Knowledge and experience 

• A minimum of 10 years of natural resource management or development experience

• Significant experience in project and financial management, including project design, management and reporting

• Experience in collaborating with professional, technical, and programme support staff in a team environment

• Practical work experience in a developing country environment, preferably in the Pacific region

• Knowledge of climate change policy issues in a developing country context, particularly in the Pacific region

Essential skills 

• Demonstrated experience in relationship building and working with a wide variety of donors and development partners with awareness of their priorities and positioning

• Monitoring and evaluation of project activities

• Able to think strategically and translate this into operational practices

• Adaptable to change

• Ability to work constructively to resolve issues, concerns or differences of opinion

• Excellent PC-based computer skills, including Microsoft Word, Excel, Outlook and PowerPoint, and Internet

• Ability to work autonomously                                                                                                        

Language skills 

• Fluent in English and French

• Excellent communication skills (oral and written)

• Ability to represent SPC at regional and international forums

Interpersonal skills and cultural awareness 

• Ability to work in a multicultural, inclusive and equitable environment

Salary, terms and conditions

Contract Duration – Three years

Remuneration – The Manager – Climate Changeis a Band 12 position in SPC’s 2018 salary scale, with a starting salary range of 3,393?4,242 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,705–12,131 (USD 4,683–5,853; EUR 4,196–5,245). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,170–2,625 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and 30 days of sick leave per annum, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).

Languages – SPC’s working languages are English and French.
